Environmental Planner or Principal Environmental Planner – $55,992 - $80,000 Starting Pay DOE – Nampa

The Role:

Do you possess at least 5 years experience in environmental planning studies and impact documentation? Are you competent in using specialized software and tools for environmental modelling, impact assessment, and project management? If so, we have an exciting opportunity for you.

As an Environmental Planner or Principal Environmental Planner in our Public Works Department, you will play a crucial role in providing environmental process support for transportation, water/wastewater utility, and other public infrastructure projects.

Your primary focus will be on ensuring compliance with the National Environmental Policy Act (NEPA), Idaho Department of Environmental Quality (DEQ) requirements, and Idaho Transportation Department (ITD) regulations.

Key Responsibilities:
• Prepare environmental checklists and supporting documentation, such as the Idaho Transportation Department Form 654.
• Manage and/or oversee consultants in conducting environmental assessments, statements, reports, findings, and related documentation in accordance with federal and state regulatory requirements.
• Coordinate with regulatory agencies, engage in public involvement, and analyze various impacts, including environmental, cultural, safety, socio-economic, and others, proposing mitigation measures where necessary.
• Collaborate with local, state, and federal agencies and consultants throughout the environmental review process, ensuring project progression through design and construction.
• Research complex permitting requirements at the local, state, and federal levels.
• Prepare essential environmental documentation to support grant applications.
• Communicate environmental protocols and requirements at public meetings, hearings, and with key community stakeholders.
• Collaborate with the Planning and Zoning Department to ensure alignment with the City's comprehensive plan and long-range planning documents.
• Provide support for coordinating and managing capital project planning, design, and construction using project management principles.
• Assume responsibility for other duties as required or assigned.

The Person:
• Bachelor’s degree in planning, civil engineering, environmental engineering, physical or life science, or a related field.
• 5+ years of experience in environmental planning studies and impact documentation following regulatory procedures for project development.
• Proficiency in operating a personal computer and adapting to new technology.
• NEPA documents and environmental permitting.
• Environmental concepts and principles.
• Environmental planning methods and project impacts.
• Federal, state, and local governmental organizations related to environmental planning.
• Project management and grant writing (a plus).
• Excellent organizational skills.
• Strong analytical and problem-solving abilities.
• Effective communication, both written and oral.
• Ability to work collaboratively in a team.
• Detail-oriented and able to prioritize effectively.
• Stress tolerance and commitment to safety.
