Permits Manager

Reports to: Director, Office of Environmental Quality
Position Summary:
The Permits Manager leads the Permits Department and is responsible for overseeing all permitting processes. This includes the development, issuance, tracking, and enforcement coordination of environmental permits in alignment with tribal, federal, and EPA standards.

Key Responsibilities:

· Develop and implement permitting procedures consistent with tribal codes and federal environmental regulations.

· Review permit applications for completeness, accuracy, and compliance.

· Coordinate public notice processes and community input where applicable.

· Collaborate with Legal and Enforcement Departments on permit conditions and violations.

· Maintain all permitting records and reports in accordance with the record retention schedule.

· Serve as a point of contact with the EPA regarding permitting-related programs and approvals.

· Supervise Permitting Analysts and Administrative staff within the department.

Qualifications:

· Bachelor’s degree in Environmental Policy, Environmental Science, Public Administration, or related field.

· Five (5) years of experience in environmental permitting or regulatory compliance.

· Familiarity with the Clean Air Act, Clean Water Act, NEPA, and tribal governance structures.

· Strong leadership, writing, and project management skills.
