Job Description
The Environmental Health Specialist at the State of Arkansas is responsible for ensuring health compliance in public businesses, conducting inspections and investigations related to environmental health. Additional Preferences:
Frequent in-state travel required. Must have a valid Arkansas Driver’s License.
Office may be located in one of the following Southwest Region counties:
Calhoun, Clark, Columbia, Dallas, Hempstead, Hot Spring, Howard, Lafayette, Little River, Miller, Montgomery, Nevada, Ouachita, Pike, Polk, Sevier, or Union.
Experience participating in Hometown Health activities preferred.
This position requires that a cell phone be carried 24/7/365 and respond to emergencies.
Experience working with Onsite Wastewater system review, general sanitation complaint monitoring, animal bite investigations, and other Environmental duties preferred.
Experience in retail food, emergency response, and inspecting swimming pools preferred.
Experience working with soil morphology as it relates to wastewater renovation is preferred.
A current Designated Representative and Installer’s License is preferred.
Must have the ability to work outdoors with exposure to varying temperatures and uneven footing.

Summary
The Environmental Health Specialist is responsible for ensuring health compliance standards of public businesses. This position is governed by state and federal laws and agency/institution policy.
Functions
Conducts health assessments on places of business, including food service establishments, swimming pools, outdoor bathing beaches, body art establishments, and sewage disposal systems. Conducts assessments and investigations of environmental health complaints and animal bites. Provides technical assistance by interpreting program requirements, regulations, laws, rules, regulations, guidelines, policies and procedures. Assists in the investigation of illness outbreaks. Responds to emergencies, such as fires, floods, hazardous spills, and other natural disasters. Investigates complaints of non-compliance and issues warnings and citations. Conducts on-site health inspections to ensure compliance. Evaluates and implements health compliance plans for places of business. Represents and assists agency during legal proceedings in issues of legal violations. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of state and federal health and safety laws. Knowledge of health and safety inspection procedures and techniques. Ability to conduct on-site inspections and investigations. Ability to communicate effectively both in writing and orally. Ability to identify violations and enforce compliance with standards. Ability to compile technical data.
Minimum Qualifications
The formal education equivalent of a bachelor’s degree in biology, chemistry, natural sciences or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Must possess a valid Arkansas driver’s license.
