THIS POSITION IS PROMOTIONAL AND IS ONLY OPEN TO CURRENT, PERMANENT EMPLOYEES OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY.

This announcement will be used to fill one vacancy. This position is in the Waste Permits Division of the Office of Environmental Services and is domiciled in East Baton Rouge Parish.

This position performs senior level administrative activities statewide for the Waste Permits Division, Office of Environmental Services. Work involves planning, coordination, and management of the Division’s activities, including administrative and regulatory decisions involving the management, direction, and regulation of pollution sources, facilities, and sites. Position establishes technical standards, operating procedures and other activities necessary to enforce compliance with departmental rules and regulations. Incumbent will direct the preparation of strategic and operational plans, annual budget and budget amendments for the Division. The incumbent will represent the Department at necessary functions, including legislative committee hearings and other public hearings to provide information or present state policy in connection with environmental issues. Position ensures that operating procedures and standards of conduct are complied with by Division staff and are consistent with Departmental policy and procedure and the Code of Governmental Ethics. Executive direction is received from the Assistant Secretary, Office of Environmental Services. Supervision is exercised on a direct basis over Environmental Scientist Managers, Engineer Managers, Geologist Supervisors and Environmental Scientists Senior (DCLB), responsible for the professional, technical and clerical program staff. The Assistant Secretary reviews work product via periodic conferences and reports. Authority for work performed is granted through various Federal statutes and regulations, as well as the Louisiana Environmental Affairs Act (LRS 30:105 et seq.).

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

A bachelor’s degree in environmental sciences, biological sciences, chemistry, engineering, natural resources, physical science, health sciences, or nuclear science plus six years of experience in an environmental program, nuclear energy or radiation protection program; or an environmental, analytical, or research laboratory; OR

A master's degree in any of the qualifying educational fields plus five years of experience in an environmental program, nuclear energy or radiation protection program; or an environmental, analytical, or research laboratory; OR

A doctorate in any of the qualifying educational fields plus four years of experience in an environmental program, nuclear energy or radiation protection program; or an environmental, analytical, or research laboratory.

Job Specification

Function of Work:
To administer a major environmental statewide program that regulates the environmental effects of industrial, commercial, governmental, and land use activities.

Level of Work:
Administrator.

Supervision Received:
Executive direction from an Assistant Secretary.

Supervision Exercised:
Direct supervision of Environmental Managers. Staff and program supervision over all personnel in the Division.

Location of Work:
Department of Environmental Quality.

Job Distinctions:
Differs from Environmental Manager by responsibility for administering several statewide programs and technical sections and by the supervision received and the supervision exercised.

Differs from Assistant Secretary by lack of status as an unclassified position and by lack of responsibility for an entire Office comprised of more than one Division.

Make administrative and regulatory decisions involving the management, direction and regulation of pollution sources, facilities, and sites.

Direct the formulation and establishment of technical standards and necessary operating procedures and compulsory scientific testing necessary to enforce compliance with Departmental rules and regulations.

Establish Division policy and criteria for determining compliance with Federal and State laws and regulations.

Direct the preparation of the annual budget and budget amendments for the Division.

Direct the development of new or revised regulations necessary to protect the environment.

Advise the Department Secretary and Assistant Secretary of proposed Federal and State legislation which will affect environmental control operations.

Represent the Department at legislative committee hearings and other public hearings to recommend legislation or present state policy in connection with environmental issues.

Coordinates activities and maintains continuous liaison with environmental officials of other States.

Coordinate statewide research and development in environmental matters.

Approve the release of all technical reports and management plans.

Makes decisions related to the granting of compliance orders, consent decree, administrative directives, and permits which authorize closure or remediation.

Provides on-scene supervision of the Division's response to emergency environmental incidents.

Develops or proposes new or revised priority listings for Division programs.
