COLORADO PARKS AND WILDLIFE

This work unit exists to implement the goals and objectives of Colorado Division of Parks and Wildlife’s (CPW) strategic long range and operation plan in order to accomplish the Legislative mandate of protecting, preserving, managing and enhancing the State’s wildlife resources in the geographical area comprising Area 1, NE Region.

Description of Job

This position exists to oversee the management of State Wildlife Areas within Area 1. This position will provide management support by supervising four Wildlife Technician IVs. These responsibilities will include oversight of budgets for each Technician IV; monitor infrastructure maintenance; exchange of use agreements; water rights; leases/agreements; operation plans, work plans and master management plans. This position will track and monitor all water rights owned by the agency and utilized within Area 1 to include tracking usage amounts and maximizing the agency’s return from those rights. This position will manage the small and large capital program for the area including the Capital Tracking database and asset management. The position will also be responsible for the routine maintenance, area equipment and other facilities/equipment for Ralston Creek and the Pals Family SWAs. This position will work independently and/or collaboratively to achieve the goals and objectives in the CPW Strategic Plan.

Property Management/Maintenance/Natural Resource Management

Cooperatively develop and implement habitat improvements, property improvements, five year maintenance, and legal compliance plans. Assesses SWA’s deficiencies and identifies future needs. Determines project priorities in accordance with CPW’s Strategic Plan, Regional direction, and Area work/management plans. Determines project priority in accordance with planning documents. Consult with internal and external wildlife professionals on specific project needs. Administers all agricultural and other leases on SWAs. Plans, maintains, and improves habitat improvement projects throughout the year. Coordinate all crews and contractors including, but not limited to: seasonal and temporary employees, volunteers, youth crews, convict labor, NGO projects, and weed control projects. Manages noxious weeds. Monitors and manages recreational use on all SWAs. Develop and maintain property facilities to include fencing, signing, parking lot and access points, bridges, roads, toilets, water manipulation devices, and buildings. Use and maintain vehicles, tools, and equipment to include heavy equipment, farm machinery, welders, and large power tools. Work with Game Damage to maintain supplies including the yard, equipment and buildings. Works with engineers and AWM to assess, describe, and prioritize capital and equipment needs for the property. Participates in census and capture projects.

SupervisionProvides supervision and direction to four Full-Time WT IV subordinate employees and volunteers. Develops performance plans, conducts reviews, and performance appraisals. Reviews and approves Kronos time sheets as well as time off requests. Directs subordinates by assessing work processes and advising courses of action. Ensures temporary maintenance employees receive adequate and proper orientation/training to safely perform their job duties in meeting the mission of the section. Resolves routine conflicts that arise between FTE and/or temporary employees. May take (and/or recommend to direct supervisor) appropriate corrective/disciplinary action for temporary employees.

Law Enforcement

Law enforcement by cooperation/communication with city, county, state and federal law enforcement agencies. Protect people and natural resources by deterring, apprehending, and prosecuting violators through patrol, investigation, citation issuance, check stations and education. Including checking hunting and fishing licenses on and off SWAs. Monitors and manages recreational use on all SWAs.

Asset Management/Capital Tracking

Will perform annual Capital Asset Management inspections with subordinates and update reports in the system. They will manage the small and large capital requests for the Area including entry into the system and tracking approved projects to completion, working with regional and state project managers as needed. Will track all assets within the area and verify that they are properly tracked and accounted for in Asset Manager. Will work with subordinates as well as AWM to verify all requests are within agency priorities and are suited to maximize spending by the agency.

Administrative Responsibilities

Will prepare records and reports concerning the areas that fall under work plans, progress reports, employee paperwork and evaluations, paperwork associated with making purchases, annual requests for funding from numerous sources, chemicals, requests for bids from contractors/vendors, recording work hours and maintaining all records according to policy. Oversees vehicle orders for subordinates as well as track needs for DOT compliance.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Five (5) years of relevant experience in wildlife management, habitat project design and implementation, heavy equipment use, maintenance and supervisory experience or an occupational field related to the work assigned to the position. You must adequately demonstrate your experience in your application as it relates to the duties of this position.

OR

A combination of related education in wildlife biology, natural resources, animal science, biology and/or relevant experience in an occupation related to the work assigned equal to five (5) years.

Substitutions

Appropriate education in wildlife biology, natural resources, animal science, biology, laboratory science or a related field of study will substitute for the required experience on a year-for-year basis.

Preferred Qualifications
• Current or former State experience relevant to this position
• Current or former Colorado Parks & Wildlife work or volunteer experience is considered.
• Experience collecting and processing a wide array of biological samples.
• Experience managing detailed records and quality control of data.
• Current or former State experience relevant to this position.

Required Competencies
• Excellent organizational and time management skills.
• Strong level of written and oral communication skills.
• Ability to use and operate computers and email.
• Ability to move smoothly between highly variable tasks.
• Attention to detail and quality assurance during sample processing.

Conditions of Employment
• State of Colorado residency is required at the time of application.
• Must possess and maintain a valid state of Colorado driver’s license if operating a State vehicle.

• Position needs to have or obtain a POST certification; must handle firearms safely and proficiently.
• Some travel may be required to maintain certifications and to assist the agency with fulfilling its mission.
• Experience operating heavy equipment, OHVs, using power tools, etc.
