Population Services International (PSI) is pursuing accreditation with the Green Climate Fund (GCF) to expand its ability to design, finance, and implement climate-resilient WASH and other health programs that benefit vulnerable populations. GCF accreditation will enable PSI to access a range of financing instruments to strengthen climate adaptation and mitigation efforts across health systems.

The GCF accreditation process requires applicants to demonstrate alignment with GCF fiduciary standards, environmental and social safeguards (ESS), gender policy, organizational governance, and capacity to manage climate-related programming.

To successfully advance through the remaining stages of accreditation PSI seeks to engage an experienced consultant with specialized expertise in GCF accreditation and climate finance readiness.

Purpose:

The purpose of this consultancy is to provide technical, procedural, and documentation support to PSI to complete all requirements for GCF accreditation, ensuring full compliance with GCF policies and standards and strengthening PSI's institutional readiness for climate finance.

Scope of Work:Pre-meeting to review documentation preparation and guide PSI on the satisfaction of GCF accreditation requirements ( 1 day). Review of existing PSI documentation, policies, strategies against GCF accreditation criteria and policies, identifying alignment/ gaps (2 days) Advise on the development or upgrading of organizational documents/ processes (as needed), including (2 days): Environmental & Social Management System (ESMS) components, including procedures, screening tools, monitoring frameworks, templates, and reporting systems. Climate risk screening and climate rationale guidance tailored to PSI health programs. Gender Equality and Social Inclusion (GESI) action plans. Updated or new fiduciary policies (risk management, procurement, audit, anti-corruption, etc.) aligned with GCF standards. Project management and oversight protocols relevant to climate finance modalities Support engagement with the GCF Secretariat (2 days) Prepare responses to GCF Secretariat clarification requests. Support PSI in preparing documentation packages for the Accreditation Panel. Provide guidance on navigating OAS communications and submission protocols. Support PSI to respond to GCF questions (3 days) [note this is subject to GCF review and feedback timelines]. Total days: 7 (+ 3 days subject to GCF review timelines and questions)

Experience/QualificationsMinimum 10 years of experience in climate finance, GCF accreditation, or related climate-readiness processes. Demonstrated support to at least one successful GCF accreditation (or reaccreditation). Deep knowledge of GCF fiduciary standards, ESS (IFC Performance Standards), and GFC policies. Experience drafting organizational policies for multilateral climate funds or IFIs. Strong written communication skills and ability to work independently with diverse teams. Desirable Experience in health systems strengthening, WASH and/or climate-health nexus. Experience working with global health organizations/NGOs. Knowledge of WASH, One Health, climate adaptation in health, and resilience frameworks. Submission Requirements:

Interested consultants should submit: Technical Proposal outlining approach, timeline, and relevant experience (max. 5 pages) Financial Proposal inclusive of all fees and costs (max. 2 pages) CV including at least two professional references. Examples of relevant previous work, including GCF-related assignments.
