Overview
This senior‑level position reports to the Sustainable Operations Manager and leads efforts related to carbon emissions reductions through statewide improvements to agency facilities and infrastructure. Responsibilities include managing facility electrical infrastructure projects, construction, and energy improvements to meet clean building standards.


Responsibilities

Direct the work of consultants and assigned project support staff; monitor the work of contractors.
Act as Project coordinator to manage facility upgrades to reduce emissions and meet clean building standards, fleet electrical infrastructure projects, and facility maintenance projects that will all help reduce the agency’s overall operational emissions.
Provide cost engineering and planning expertise on construction contract administration, scheduling, contract disputes, and long‑range cost and escalation forecasting for projects within the Sustainable Operations Portfolio.
Prepare cost estimates for carbon emissions reductions and greenhouse gas reduction‑related project planning, based on planning or conceptual studies.
Prepare contract bid comparison estimates and prepare cost estimates for facility upgrades related to the Clean Buildings Act and fleet electrification for the purpose of capital budget acquisition.
Provide professional‑level insight and expertise to all Sustainable Operations projects related to construction, facilities, and facilities infrastructure.
Provide peer review on contract documents, drawings, specifications, and estimates both within the Sustainable Operations program and with the agency’s larger facilities team.

Required Qualifications

Bachelor’s degree in construction management or related field AND (5) five years’ verifiable construction industry experience OR a combination of education and/or experience in a field connected to construction project management.
Verifiable experience with WA state contract bid practices and familiarity with Washington’s Electronic Business Solution (WEBS) application.
Experience in developing and organizing public works construction projects.
Experience with Construction Cost Estimating.
Leadership experience.

Required Competencies

Ability to operate Microsoft Outlook, Word, and Excel.

Special Requirements and Conditions of Employment

80% office environment with 20% field work.
Infrequent overnight and out‑of‑state travel may be required.
A current, valid driver’s license and two years of driving experience. This position requires driving as an essential function.

Desired Qualifications

Master’s degree in Engineering.
Experience in Hazardous Waste Management.
Certification in Project Management.
Certifications, training, and experience in fields related to sustainability, clean building standards, and emission reductions.
