The State of New Mexico is seeking a Climate Change Bureau Planning & Operations Section Manager to oversee efforts in reducing greenhouse gas emissions and managing Bureau operations. Why does the job exist?




As the Climate Change Bureau (CCB) Planning and Operations Section Manager you will join the dynamic team focused on reducing the state's greenhouse gas emissions by at least 45% by 2030 from 2005 levels and achieving net zero emissions by 2050. As the section manager, you will be responsible for planning and implementing multiple rulemakings before the Environmental Improvement Board and for meeting the operational needs of the Bureau. Your position is key to the success of the Bureau,s programs that reduce the carbon footprint of transportation while increasing jobs and investments in the state. How does it get done?







Supervise a multidisciplinary team including an economist, greenhouse gas emissions expert, and administrative support staff
Lead updates to rules for key programs, including the New Motor Vehicle Emissions Standards and Clean Transportation Fuel Program
Oversee rulemaking for newly initiated climate action programs
Manage daily Bureau operations, including contracts, equipment, and vehicle coordination
Direct financial processes such as purchase orders, invoice payments, revenue/expenditure tracking, budget development, and seeking and managing federal and other funding opportunities
Coordinate administrative and compliance tasks, including requests under New Mexico's Information for Public Records Act, updating communication platforms and organizing meetings.
Collaborate with section managers and the Bureau Chief to support program implementation and community outreach and support

Minimum Qualification




Bachelor's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Engineering, or Chemistry and six (6) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.


Employment Requirements




Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.


Working Conditions




General office setting with occasional travel. Use of visual/video display terminal (VDT) and extensive computer and telephone in an office setting. Possible extended periods of sitting. Must be able to lift 25 lbs. In-state travel up to 20% with occasional out-of-state travel. Occasionally public speaking with interested parties and the general public.
