About the position

The Clean Energy Program Analyst serves as a vital member of the Carbon Pollution-Free Electricity Program Management Office (CFE PMO) within the Defense Logistics Agency-Energy. This role is focused on identifying, creating, and developing new opportunities to secure cost-competitive sources of Carbon Pollution-Free Electricity (CFE) for Department of Defense (DoD) installations. The analyst will provide expertise in market forecasting across the United States and its territories, ensuring that the DoD meets its CFE goals as outlined in Executive Order 14057, which aims to catalyze clean energy industries and jobs through federal sustainability initiatives. In this position, the analyst will analyze trends and regulations in the energy sector, utilizing publicly available market data, engaging in utility outreach, and facilitating interagency communications. The role requires planning, organizing, coordinating, and managing research and financial analysis/modeling for selected opportunities, projecting CFE prices over the lifetime of contracts, which may include utility CFE tariffs, power purchase agreements, retail power products, and unbundled energy attribute certificates. Additionally, the analyst will support the CFE contracting process by assisting DLA Contracting Officers during the Request for Proposal issuance, contract negotiation, and execution phases. The position also involves analyzing best practices from private-sector CFE procurement organizations and recommending specific strategies to enhance CFE procurement activities for the DoD. As a subject matter expert, the analyst will prepare and conduct briefings for senior and executive-level DoD officials regarding the financial viability of CFE projects, ensuring that the DoD is well-informed and equipped to make strategic decisions in the clean energy landscape.

Responsibilities
• Identify and develop new opportunities for cost-competitive sources of Carbon Pollution-Free Electricity (CFE) for DoD installations.

• Provide expertise in market forecasting related to CFE in the US and its territories.

• Develop strategies for the DoD to achieve CFE goals in alignment with Executive Order 14057.

• Analyze trends and regulations in the energy sector, including market data and utility outreach.

• Plan and manage research and financial analysis/modeling for CFE opportunities, projecting prices over contract lifetimes.

• Support DLA Contracting Officers throughout the CFE contracting process, including RFP issuance and contract negotiation.

• Analyze best practices from private-sector CFE procurement organizations and recommend improvements for DoD procurement activities.

• Prepare and conduct briefings for senior/executive-level DoD officials on the financial viability of CFE projects.

Requirements
• Must be a U.S. citizen.
,
• One year of specialized experience equivalent to the GS-11 level in federal service or equivalent in other sectors.

• Experience in analyzing programs and utilizing evaluation methodologies for broad studies.

• Experience in developing and negotiating agreements for utility or energy solutions.
,
• Knowledge of public utility accounting, economics, or finance.
,
• Experience conducting analysis of electricity markets, suppliers, and energy requirements.
