Job Description

The NEA National Environment Agency is hiring an Assistant Director/Executive Manager for the Investigation Branch in Singapore. The role involves leading high-rise littering enforcement operations, managing a team, and collaborating with various stakeholders to enhance environmental public health. Responsibilities include developing enforcement strategies, overseeing investigations, and preparing reports for senior management. Candidates should have a degree related to Environmental Health or Law and significant experience in investigation or enforcement.
[What the role is] Under the Sanitation and Compliance Division (SCD), you will join the Investigation Branch (IB) in driving high-rise littering enforcement operations and camera surveillance programmes. You will provide strategic direction and operational oversight on high-rise littering investigation and reporting, manage a team of investigation officers, and work closely with senior management, government agencies, and external stakeholders to advance environmental public health outcomes. [What you will be working on] What you will be working on: Provide leadership and direction to the team of investigators in Investigation Branch, overseeing end-to-end high-rise littering enforcement operations and camera deployment programmes Develop and implement enforcement strategies, operational frameworks, and standard operating procedures to improve investigation outcomes Build and maintain effective relationships with key stakeholders including Town Councils, residents, government agencies, and service providers Oversee the supervision and performance management of service providers involved in camera installation, surveillance operations, and investigations Review and approve investigation reports, legal documentation, summons applications, and appeal submissions Lead multi-agency coordination efforts for database searches, information sharing, and joint enforcement operations Drive the development and maintenance of case management databases and statistical tracking systems to support operational decision-making Prepare and present data analysis, policy papers, and reports for Parliamentary Questions, ministerial briefings, and senior management reviews Identify trends and gaps in enforcement data to recommend policy improvements and resource allocation strategies Mentor and develop team members, fostering a culture of continuous improvement and professional excellence Undertake any other duties as assigned [What we are looking for] What we are looking for: Degree in Environmental Health, Law, Public Administration, or a related field Minimum 6–8 years of relevant experience in investigation, enforcement, or regulatory work, with at least 2–3 years in a supervisory or leadership capacity Strong knowledge of legal procedures, regulatory frameworks, and enforcement protocols Proven experience in stakeholder management, multi-agency coordination, and policy development Demonstrated ability to lead teams and manage complex, multi-faceted operations Strong analytical skills with the ability to synthesise complex data into actionable insights and clear reports for senior management and parliamentary responses Excellent written and verbal communication skills, including experience preparing ministerial briefs and parliamentary responses Proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Access) and database management systems Experience with AI, surveillance technology and video analysis would be advantageous Keen interest in environmental public health matters and public service http://jobs.careers.gov.sg The Singapore Public Service plays a key role in the economic growth, progress and stability of Singapore by formulating and implementing government policies, as well as providing key public services.
