Who We Are:
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity:
We are pursuing qualified candidates to fill an Administrative Manager 11, ISD position in the Energy and Environmental Service of ISD. Definition:
Manages a division or specialized area within a Service of the Internal Services Department.

Classification Standards:
Positions allocable to this class work under the direction of a high-level manager within the Service. The size of the organizational operation managed will depend on the scope and complexity of the assigned function.

Oversees the work of the County's Greenhouse Gas (GHG) inventory and development of the Municipal Climate Action Plan. Coordinates with all departments to obtain the data necessary for accurate analysis to identify progress and opportunities for the County to reduce its GHG emissions. Coordinates the work across all County departments including Chief Sustainability Office to reduce the County's Scope 1, 2, and 3 GHG emissions.

Develops strategies and identifies best practices for cost-efficient GHG reduction. Identifies and develops sources of capital including but not limited to state and federal grants, utility incentives, & public-private partnerships (including Energy Saving Performance Contracts & Energy Services Agreements), that can facilitate implementation of GHG reduction. Develops and implements Master Agreements and Contracts to enable implementation of GHG reductions projects.

Coordinates with state agencies on GHG emissions analysis. Prepares and submits applications for state or federal grants or utility incentives to meet County and/or Departmental energy and climate goals. Plans, assigns, directs, and evaluates the work of a particular area. Proposes resolutions to policy issues and problems as they arise. Directs the preparation of special projects and reports. Directs the budget and other reports for the Division.

Monitors efficiency and effectiveness, makes recommendations for their solution, and implements approved recommendations. Advises top departmental management on problems, makes recommendations for their solution, and implements approved recommendations. Ensures that work produced is coordinated with other areas of the department and with other departments. Maintains effective relations with other departments, agencies, and the public.

Selection Requirements:
Five years’ experience in an organization working on the development and implementation of at least two energy, environmental and/or other climate projects or programs on (1) a large public agency, (2) a large corporation, or (3) a company providing these programs on behalf of a large public agency or large corporation. The role should have included responsibility for directing the budget, personnel, fiscal and other administrative functions.
