### Organizational Setting and Reporting Relationship The position of Water Resources Specialist is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SD2-AFNR) within the Sectors Department 2 (SD2).


You will report to Director, Agriculture, Food, Nature, and Rural Development and will oversee junior team members.


### Your Role


As a Water Resources Specialist, you will coordinate and communicate projects and activities in AFNR sector, and lead the identification, development, implementation, and administration of loan and technical assistance (TA) projects in DMCs. You will support the preparation of sector road maps, strategies, and country water action plans and guide technical, institutional and policy options in the countries and integrate them into ongoing and pipeline projects. Interventions will reflect progressive solutions and best technical judgement on the components and activities under the proposed interventions to manage risks in water resources interventions.


This is to ensure effective, climate adaptive and sustainable development results. Delivery of the requirement of the position would require candidates to have skills and sub-sectoral expertise in any of or a combination of the following: integrated water resources management, water system management, river basin flood risk management, coastal engineering and coastal zone management, and irrigated agriculture.


### You will:


Lead and/or support the design and implementation of water sector projects, including meeting project readiness and quality at entry requirements. Lead one-ADB team, and collaborate with relevant AFNR sector country focals and resident missions, to ensure quality project design with high readiness and timely implementation and that sector and country strategy and priorities are met.Represent AFNR sector in meetings and consultations with ADB stakeholders, government counterparts, development and local partners and actively contribute to new or innovative approaches to policy and operational issues.Contribute to country programming and project development by supporting development of suitable analytical work in the sector, may be assigned to focus on one or multiple subsectors including integrated water resources management, irrigated agriculture development, water system management, integrated river basin management including flood risk management, flood and drought management and risk mitigation, and coastal protection and integrated management.Identify necessary and appropriate AFNR sector interventions. Tailored to country and field needs and situations, this can include river engineering, flood risk management, nature based solutions etc. You will also include investments, policy and institutional reforms, and capacity building for increased knowledge and resilience, which may be considered by ADB and DMCs.Lead / support the development, processing and administration of grant, loan and TA projects in the AFNR sector such as river basin management, modernized irrigation and drainage, flood risk management and early warning systems. Provide adequate attention to due diligence and delivery of development results.Ensure key technical, social, economic, financial, and crosscutting issues such as natural capital, biodiversity and water use trends, and poverty, are appropriately incorporated into projects. Ensure technical, procurement, disbursement, and contract administration issues are resolved timely during loan and TA implementation.Lead missions and lead on specific sector related areas.Prepare regular project updates and periodic reporting to supervisor and other project staff, teams, and project administration unit.
