Position Overview


We are seeking a motivated and technically strong Project Manager with demonstrated experience in air permitting, regulatory compliance, and environmental project delivery. This mid-level role is ideal for someone who can manage client relationships, lead project teams, ensure high-quality work products, and contribute to business development within a growing environmental consulting practice.


Responsibilities


Project Management & Delivery




Lead and manage multiple air quality projects from initiation through completion, ensuring scope, schedule, and budget adherence.




Prepare and oversee development of air permit applications (e.g., Title V, New Source Review/PSD, state-level permits).




Develop and review technical documents, including emission calculations, regulatory applicability analyses, control technology evaluations, and compliance plans.




Coordinate multidisciplinary teams, including engineers, scientists, modelers, and subcontractors.




Ensure all work products meet company quality standards and regulatory requirements.




Regulatory Compliance




Interpret and apply federal, state, and local air regulations (e.g., Clean Air Act, NESHAP/MACT, NSPS).




Conduct compliance assessments and audits for industrial and manufacturing clients.




Support clients with ongoing compliance requirements such as annual emissions inventories, deviation reporting, monitoring plans, and recordkeeping systems.




Assist clients in responding to agency inquiries or notices and during regulatory inspections.




Client & Stakeholder Interaction




Serve as the day‑to‑day point of contact for key clients, maintaining strong relationships and high service standards.




Communicate technical concepts clearly to clients, regulators, and internal stakeholders.




Participate in meetings with regulatory agencies and support negotiation of permit conditions.




Business Development & Team Support




Contribute to proposal writing, scope development, cost estimating, and client presentations.




Identify opportunities to grow existing accounts and support strategic initiatives.




Mentor junior staff in technical work, project coordination, and professional development.




Qualifications


Required




Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field.




5–8 years of relevant experience in air permitting and regulatory compliance within an environmental consulting or industrial setting.




Strong working knowledge of federal and state air regulations (Title V, NSR/PSD, NSPS, NESHAP/MACT, etc.).




Demonstrated experience managing projects, budgets, and client relationships.




Excellent verbal and written communication skills.




Proficiency in emission calculations and common air compliance tools.




Preferred




Experience with air dispersion modeling (AERMOD, SCREEN3) is a plus.




Previous consulting experience strongly preferred.




Professional Engineer (PE)




Experience working with agencies such as U.S. EPA and state environmental authorities.
