About the position

Jacobs is seeking a Senior Project Manager and Environmental Planner to lead and manage environmental planning projects across various sectors including transportation, ports, maritime, water, wastewater, and energy. The role involves overseeing compliance with environmental regulations, conducting environmental analyses, and managing project delivery while mentoring early career professionals. The position offers a hybrid work environment in Honolulu, Hawaii, promoting work-life balance and professional development.

Responsibilities
• Direct and oversee the completion of National and Hawaii Environmental Policy Act analyses and documentation.

• Manage project site investigations and interagency negotiations.
,
• Plan and implement public involvement strategies for environmental projects.
,
• Scope and manage studies and surveys related to environmental planning.
,
• Prepare high-quality planning and environmental approvals documentation.
,
• Provide project planning and environmental services for NEPA Environmental Impact Statements and other regulatory requirements.
,
• Lead studies, prepare reports, and advise on feasibility and regulatory conformance.
,
• Oversee hazardous materials management and environmental compliance for construction activities.
,
• Provide technical guidance for transport engineering and planning tasks.
,
• Coordinate and negotiate with regulatory and partner agencies.
,
• Deliver presentations and facilitate public discussions related to projects.
,
• Manage overall project delivery, including staff and consultant coordination.
,
• Control project tasks, finances, and risks.

Requirements
• BS or MS in Environmental Studies, Planning, Policy, or a related scientific discipline.
,
• 10+ years of relevant experience, particularly with NEPA compliance.
,
• 5+ years of project management and program management experience.
,
• Excellent technical writing, verbal communication, and computer skills.
,
• Experience in interagency coordination and risk management.

Nice-to-haves
• Proficiency with National Environmental Policy Act (NEPA).

• Proficiency with Hawaii State Environmental Policy Act (HEPA).

• Experience with complex infrastructure projects, preferably rail transit.
