An Overview
This position oversees and monitors environmental pollution controls and ensures compliance for City of Alexandria environmental programs. It provides compliance and enforcement support across multiple City operations, including solid waste management, stormwater quality, and sanitary sewer utility systems. The Environmental Pollution Control Specialist / Noise-Disturbance Inspector conducts inspections, investigates sources of environmental pollutants, and enforces federal, state, and local regulations related to environmental hazards. Work is performed under the general supervision of an Environmental Program Manager in the Office of Environmental Quality. The role supports the Noise Inspector and may require early morning weekday starts, occasional evenings, and one weekend day. The standard work week is 40 hours.
The Opportunity
Investigates noise, light, and air quality complaints; conducts on-site inspections, meets with complainants, and recommends corrective actions to ensure compliance.
Conducts technical noise and lighting surveys using monitoring equipment; enforces the City’s noise ordinance, issues notices of violation and fines, and develops permit conditions to minimize impacts.
Inspects and monitors air pollution sources, including industrial operations such as the Virginia Paving plant, and addresses indoor air quality concerns (radon, mold, asbestos).
Enforces applicable zoning and Special Use Permit conditions related to nuisance control.
Responds to 311 service requests and conducts site inspections during regular and non-standard hours, including early mornings and weekends.
Addresses solid waste code violations, including improper container placement, condition, and maintenance; unlawful accumulation or disposal of garbage; use of unauthorized collectors; and improper collection times or methods.
Enforces regulations for waste container location, cleanliness, and compliance by permit holders and private collectors.
Investigates and documents nuisance conditions such as trucks parking in the right-of-way, undocumented lane closures, and unauthorized signage.
Conducts surveys of streetlights and prepares related inspection reports.
Maintains and calibrates noise, light, and air quality monitoring equipment.
Prepares technical reports and compliance documentation for local, state, regional, and federal agencies.
Coordinates with other City departments, including Police, Planning & Zoning, and Transportation & Environmental Services, to resolve nuisance and environmental issues.
Supports interdepartmental initiatives related to nuisance abatement and public health and keeps accurate records of inspections, enforcement actions, and compliance activities.
Performs other related duties as assigned.

Minimum & Additional Requirements
The Ideal Candidate
To qualify for this position, all candidates must possess Four-Year College Degree with major course work in physical or environmental science, chemistry, engineering, or a related field; at least three years of progressively-responsible technical experience in pollution control or related environmental work; or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.
