Job Description

The Department of Water Resources is hiring a Hydroelectric Plant Operator in Valle Vista, CA. The role involves operating and controlling aqueduct facilities and hydroelectric plants under the supervision of senior operators. Candidates must have a thorough understanding of equipment and be able to meet physical demands. This is a permanent, full-time position that requires in-office work and a valid California driver’s license.
Under the direction of the Chief Hydroelectric Plant Operator and the guidance of the Senior Hydroelectric Plant Operator, the Hydroelectric Plant Operator is responsible for operation and control of aqueduct facilities and hydroelectric generating and pumping plants associated with State Water Project facilities. The incumbent must have a thorough knowledge of the functional characteristics and locations of main and auxiliary equipment as required.

Special Requirements

Must have a valid Class C California Driver’s License. This is a sensitive position and is subject to substance abuse testing set forth in California Department of Human Resources (CalHR) Regulations 599.960 - 599.966.

Ability to open/close tight valves; operate/move rack in breakers; ascend/descend stairs; open stuck valves; move breakers into cubicles; have the mobility and stamina to climb ladders and stairs and on to large open valves; ability to move a minimum of 50 lbs; open/close tight valves with approximately 50 lbs torque; switch and turn valves in an emergency. Must possess normal or corrected hearing and vision, identify color correctly, and possess a good sense of smell. Be able to enter/exit confined spaces through small openings such as manholes. Must have stamina and ability to sit at a desk and/or computer for extended periods of time; and able to operate computers.

Required to attend the Division’s OP-2 class and be certified as a worker and/or switch person, in compliance with State Water Project regulations. Incumbent will be required to work rotating shifts with varying days off and will be required to work overtime.

This position is not eligible for telework.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience operating turbine-generator units.
• Experience performing high voltage switching (NFPA 70E or equivalent).
• Experience monitoring and operating digital process control systems.
• Experience preparing, placing, and issuing clearances (OSHA 1910, Cal OSHA Tittle 8, or equivalent).
• Knowledge of Standing Operating Procedures (SOP).
• Knowledge of Operating Safety Procedures.
• Experience with On-Site inspections.
• Experience providing informal training on procedures for troubleshooting and repairing equipment.
• Experience with safety meetings, safety audits, pre-work safety plans & Job Hazard/Safety Analysis.
• Experience preparing program reports.
• Experience keeping logs of operations and readings.
• Experience placing requisitions and work orders.
• Experience making power and water calculations.

The successful candidate should have the ability to work cooperatively and collaboratively with others, maintain consistent and reliable attendance, and have excellent judgment. They should also be able to effectively communicate both verbally and in writing, and work proactively to analyze situations and take effective action to complete projects on time and within budget.
