TechGlobal, Inc. is hiring an Environmental Scientist for their Oregon-Washington Coastal Office (OWCO) to support interagency consultations under ESA, MSA, and NEPA. Overview:

TechGlobal, Inc., a leader in providing Professional Services and IT Solutions to Government at all levels, is seeking a seeking a highly skilled Environmental Scientist to support the Oregon-Washington Coastal Office (OWCO) in conducting interagency consultations under the Endangered Species Act (ESA), the Magnuson-Stevens Fishery Conservation and Management Act (MSA), and the National Environmental Policy Act (NEPA). This role involves analyzing environmental impacts, preparing biological opinions, and providing technical assistance related to the conservation of marine resources.

Duties:
• Data Analysis & Synthesis: Review, gather, analyze, interpret, and synthesize scientific data to determine environmental impacts on biological resources and aquatic habitats.
• Document Preparation: Write combined ESA Biological Opinions, MSA responses, and NEPA documentation, ensuring technical sufficiency and regulatory compliance.
• Technical Assistance: Provide pre-consultation technical assistance to action agencies, applicants, or their representatives. Offer feedback on the sufficiency, accuracy, and completeness of biological assessments and consultation initiation packages.
• Programmatic Enrollments: Review applications from action agencies to enroll in existing programmatic consultations and draft necessary documentation.
• Coordination & Collaboration: Coordinate with NMFS fish passage engineers, project officers, and branch chiefs. Follow recommendations from agency staff on legal, regulatory, or technical compliance.
• Environmental Documentation: Prepare and review environmental documentation pursuant to NEPA and other regulatory standards.
• Habitat Restoration Reviews: Review habitat restoration proposals and provide technical comments to implement recovery plans.
• Meetings & Site Visits: Participate in interagency meetings and occasional site visits to proposed project locations.

Qualifications:
• Education: Bachelor’s degree and four (4) years’ experience, or Master’s degree with two (2) years of relevant experience in aquatic biology or a related field.
• Knowledge: Extensive knowledge of salmonid life cycles and habitat requirements.
• Skills:
• Proficient in English composition and editing.
• Excellent verbal and written communication.
• Experience working with diverse interagency teams.
• Proficiency in common software applications, including MS Office and Google Workspace.
• Certifications: Valid state driver’s license.
• Expert knowledge of Pacific Northwest salmonid life histories and geographic distributions.
• Experience in aquatic habitat conservation and fish habitat restoration methods.
• Familiarity with ESA section 7 regulations and NEPA document preparation.
• Experience working with tribal governments.

Security Clearance: Background investigation for public trust classification.

Travel
• Occasional overnight travel for project coordination meetings within Western Washington, Western Oregon, and occasionally elsewhere in the West Coast Region. Travel costs are reimbursed in accordance with Federal Travel Regulations.

Job Type: Full-time

Pay: $65,000.00 - $75,000.00 per year
