Job Description

Noblis seeks an Environmental Restoration R&D Analyst in Concord, NH, to support the DoD's SERDP and ESTCP programs. The role involves managing over 300 projects related to environmental restoration, evaluating project progress, facilitating technical reviews, and participating in meetings and conferences. Candidates should have a Bachelor's degree in Environmental Science and relevant experience. This position is client-facing and requires collaboration with various teams.
Responsibilities

The mission of the Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative and cost-effective solutions to meet DoD's environmental and installation energy challenges.

SERDP and ESTCP's Environmental Restoration (ER) program area supports the development of the science, technologies, and methods needed to manage DoD's installation infrastructure with the goal of maximizing the number of training days and mission readiness. Areas of investment include the remediation and management of sites impacted by chemicals of concern such as per- and polyfluoroalkyl substances (PFAS), chlorinated solvents, and munitions constituents on current and former military installations.

Noblis provides technical and programmatic support in the broad area of environmental restoration to execute the mission of these DoD Programs. We seek to identify personnel with knowledge and experience in this area to join our team of talented professionals to successfully support the strategic goals of SERDP and ESTCP. This is a client-facing position.

The successful applicant will work within the ER team supporting SERDP and ESTCP to:

Assist in the management of a portfolio of over 300 active projects, which includes, but is not limited to, the topics of treatment, ecotoxicity/ecological risk, sampling & analysis, fate & transport, and occurrence of chemicals of concern.

Monitor and evaluate the financial and technical progress of research and demonstration projects. Tasks include but are not limited to tracking project statuses, deliverable deadlines, and action items; responding to questions from project teams; identifying and managing lagging projects; and collaborating with other Noblis team members to monitor progress across the portfolio.

Support the proposal selection process by facilitating virtual and in-person technical reviews and organizing review meetings. Provide logistical and administrative support during the meetings.

Plan, prepare for, and participate in a wide range of in-person and virtual meetings, workshops, and conferences. This includes but is not limited to developing agendas, presentations, and other associated materials; representing the client and staffing conference booths; attending technical sessions; and gathering relevant information to inform the program's research and topic development.

Develop technology transfer and outreach materials such as writing blogs, social media content, and presentations.

Participate in the development process of research and demonstration solicitation topics. Tasks include but are not limited to performing online literature research, analysis of past projects, and conducting stakeholder interviews.

Collaborate directly with Principal Investigators to increase consistency in project performance and financial reporting.

Develop and execute other program-related initiatives as needed.

Foster a collaborative and positive team environment by supporting other areas of the Noblis team as needed.

Build a strong relationship with the ER Program Manager and serve as a liaison between project teams and the SERDP and ESTCP Office.

Required Qualifications

Bachelors of Science Degree in Environmental Science, Environmental Engineering, Geology, or similar science degrees

0-3 years of professional experience working in a field related to environmental science, environmental engineering, geology, water resources management, or a related field

U. S. citizenship is required

Desired Qualifications

Candidates located in the DMV area will be given preference

Advanced degree in Environmental Science, Environmental Engineering, Geology, or similar science degrees

1 year of professional experience working in a field related to environmental science, environmental engineering, geology, water resources management, or a related field

Experience with Department of Defense or military organizations

Interest in project management
