Please note: The salary range listed in this job description is a base salary. Applicants eligible for years-of-service adjustments or shift differentials may exceed salary range listed above.
This position will be located at 1659 East Elm Street, Jefferson City, Missouri, with the Air Pollution Control Program, Compliance and Enforcement Section, General Sources Unit.
Responsibilities - What you’ll do
Ensure citizens and regulated facilities comply with air laws and regulations through the review of complex reports and file submissions.
Provide assistance with practical applications of state statutes, federal regulations, commission rules, program policies, and procedures.
Discuss elaborate environmental issues and concerns with representatives of public and private interests.
Determine noncompliance of potential and existing environmental health and safety problems and issues concerning the quality of the state’s natural resources through extensive research. This includes making determinations of Federally Reportable Violations and High Priority Violations.
Coordinate and negotiate with citizens and regulated facilities to gain compliance with environmental programs, laws, rules, and regulations.
Review complex compliance reports and provide guidance to regulated facilities and the public on subjects such as continuous emissions monitoring systems and volatile organic compounds.
Lead compliance assistance and enforcement efforts regarding Annual Compliance Certifications and Semi-Annual Monitoring Reports for Title V facilities, including pulling and verifying data, making phone calls, sending emails, and issuing violations.
Operate several database systems to track, retrieve, and transfer environmental data.
Maintain and create queries in Microsoft Access, or other databases, as required.
Develop complex enforcement plans and monitor progress toward compliance.
Assist in the organization and planning of technical summits and coordination meetings for internal department staff and local agency staff.
Utilize GovQA to complete sunshine requests for the public.
Perform other related work as assigned.

To be successful in this position, a candidate will need the following skills:

Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
Equivalent to those typically gained by:
Bachelor’s degree and 4-6 years of direct work experience in an environmental regulatory field. (Additional education or experience may substitute for the required education or experience)
