The Delaware Department of Natural Resources and Environmental Control seeks an Environmental Program Administrator – Fisheries in Dover, DE. This role involves overseeing the Fisheries Section, managing staff, ensuring compliance with fishery management plans, and representing Delaware in regional governance. Description

The Delaware Department of Natural Resources and Environmental Control Division of Fish and Wildlife manages and protects the state’s aquatic resources while supporting recreational and commercial fisheries. The Fisheries Section conducts research, monitors marine and freshwater resources, and provides public access to Delaware’s waterways.

The Environmental Program Administrator oversees administration of the Fisheries Section. The position supervises staff, coordinates fisheries management programs, and ensures Delaware’s compliance with interstate fishery management plans. The role also represents the state in regional fisheries governance, supports regulatory development, and manages financial and operational activities for the Fisheries Section.

Responsibilities
• Oversee administration and implementation of Fisheries Section programs
• Supervise staff and manage personnel activities including hiring recommendations, training, and performance evaluations
• Coordinate with managers and staff to maintain compliance with interstate fishery management plans
• Represent Delaware on interstate fisheries management bodies and environmental organizations
• Provide administrative support to Delaware’s fisheries-related councils
• Manage section finances and prepare financial reports
• Draft fisheries regulations and guide them through the regulatory process
• Coordinate and oversee program implementation across fisheries management initiatives
• Provide technical oversight and direction to program staff
• Draft grant applications and budget proposals
• Participate in fiscal planning and financial management activities
• Plan and facilitate meetings and workshops with government agencies and private sector partners
• Consult on fisheries construction projects to ensure funding and compliance requirements are met

Minimum Requirements
• Bachelor’s degree or higher in biology, chemistry, geology, physics, engineering, environmental science, or related field
• Three years of experience administering environmental or natural resource programs
• Experience overseeing development, implementation, and evaluation of environmental programs and services
• Experience establishing program objectives and planning short- and long-term program goals
• Experience developing policies and procedures and ensuring regulatory compliance
• Three years of experience analyzing and evaluating environmental or program data
• Three years of experience interpreting environmental laws, rules, regulations, and policies
• Six months of experience managing operations through subordinate supervisors
• Valid driver’s license

Additional Notes
• Position located at Richardson and Robbins Building in Dover, Delaware
• Standard schedule Monday through Friday, 8:00 AM to 4:30 PM
• Eligible for telework and alternative work schedules under the State of Delaware policy
