Environmental Planner

Jacobs is seeking an Environmental Planner in Portland, OR, to assist with regulatory compliance and environmental documentation for various projects in Oregon and Washington. The role involves performing alternatives analyses, preparing NEPA and SEPA documents, and engaging in public processes. Candidates should have a relevant degree and at least 10 years of experience, with strong writing and communication skills. This is a full-time position.

As an Environmental Planner, you’ll use your skills and experience to assist in regulatory compliance, permitting and environmental documentation at the Federal, state, and local levels primarily in Oregon and Washington State and potentially other Western states. You’ll support a variety of transportation (including transit and trails), water, renewable energy, and utility projects. As an Environmental Planner with us, you’ll have the opportunity to play a role in all stages of the environmental planning process, including performing alternatives analyses, researching, and writing technical reports for NEPA and SEPA documents, preparing permit applications, and participating in public involvement processes. You will have opportunities to contribute, grow and learn while serving as a key member within the Ecosystems Restoration, Science and Planning department, consisting of highly skilled environmental engineers, planners, landscape architects, arborists, architectural historians, archaeologists, biologists, and environmental compliance professionals.
- Bachelor’s Degree in Urban Planning, Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, Landscape Architecture or a related field.

- Minimum of 10 years of experience as a planner, scientist, or science-based technician; or similar position. A Master's degree may count as 1 year of experience; internships and related technical assignments may be considered for the required experience.

- Proven experience preparing NEPA for federal lead agencies such as FHWA, FTA, and BLM, and SEPA documentation.

- Desire to learn Federal, state, and local permitting requirements and procedures.

- Ability to work both individually and as part of a collaborative team.

- Strong technical writing and communication skills

- Ability to act as the environmental lead on projects, informing and directing technical discipline staff.

- Ability to effectively communicate and coordinate with clients.

- Understanding and experience preparing environmental documentation for agencies including and local jurisdictions in Oregon and Washington.

- Understanding of Clean Water Act, Oregon Fish Passage rules, Washington State Hydraulic rules, Oregon statewide land use planning goals, SHPO/DHAP, JARPA/JPAs, Washington State Shoreline Management Act, Washington Growth Management Act, and local jurisdictional critical areas regulations and permitting.
