This role involves ensuring compliance with environmental regulations for highway and bridge projects, conducting project reviews and site inspections, and coordinating with various agencies. The position is based in Boston and may offer a hybrid work schedule but requires fieldwork and in-person meetings.
About the position
The Massachusetts Department of Environmental Protection (MassDEP) is seeking an Environmental Analyst IV (EAIV) to join the Wetlands Program within the Bureau of Water Resources. This position is crucial for administering the Wetlands Protection Act regulations and the §401 Water Quality Certification regulations, particularly in relation to the Massachusetts Department of Transportation (MassDOT) Highway Division projects. The EAIV will be responsible for ensuring that highway and bridge projects comply with environmental regulations while expediting the permitting process to support infrastructure development across the state. The EAIV will conduct project reviews, permitting, and compliance checks under the 401WQC, wetlands, and waterways regulations. This includes coordinating with the Chapter 91 Program, which oversees the Waterways regulations. The role involves a variety of tasks aimed at supporting interagency coordination and ensuring compliance with environmental statutes. The position is based in MassDEP's Boston Office, with a potential hybrid work schedule, and will require fieldwork and in-person meetings. Key responsibilities include reviewing and permitting state-wide MassDOT Highway projects, conducting site inspections, participating in interagency coordination, and providing technical assistance related to environmental regulations. The EAIV will also liaise between MassDOT, Conservation Commissions, and relevant state and federal agencies to facilitate the timely review and permitting of projects. This role is essential for maintaining the integrity of Massachusetts' wetlands and waterways while supporting the state's infrastructure needs.
Responsibilities
• Conduct project review, permitting, and compliance under the 401WQC, wetlands, and waterways regulations for highway and bridge projects.

• Coordinate with MassDEP's Chapter 91 Program for pre-application coordination, review, license development, and compliance for highway projects requiring Chapter 91 approval.
,
• Perform periodic site visits and on-site inspections to verify compliance with permit conditions across MassDOT Districts.
,
• Participate in interagency coordination and stakeholder consultation to support expedited review and permitting of MassDOT Highway projects.
,
• Provide technical assistance related to the implementation of 401WQC, WPA, Chapter 91, and other relevant regulations.
,
• Liaise between MassDOT, Conservation Commissions, and relevant state and federal agencies.
,
• Engage in interagency efforts on topics such as off-site mitigation, drainage maintenance, and MassDOT stormwater handbook.
Requirements
• At least five years of full-time, or equivalent part-time, technical or professional experience in environmental science or related fields.
,
• At least three years of experience in a professional capacity, and at least one year in a supervisory, managerial, or administrative capacity.

• Direct experience with the Massachusetts Wetlands Protection Act and associated regulations, the Federal and Massachusetts Clean Waters Acts, and the Massachusetts Environmental Policy Act.
,
• Proficiency in wetland delineation and experience with stormwater infrastructure design compliance.
,
• Ability to conduct site inspections in variable terrain and weather conditions, including active construction sites.
,
• Knowledge of large construction projects, particularly multi-lane highway widening and major linear infrastructure projects.
,
• Strong problem-solving skills and ability to negotiate among constituents with competing interests.
,
• Experience with project management principles, including scheduling and client relations.
,
• General computer proficiency with word processing, spreadsheets, presentation software, and GIS tools.
Nice-to-haves
• Demonstrated experience with wetland and wildlife habitat assessment, sediment sampling methodology, and MA Stormwater Management Standards compliance.

• Experience reviewing complex stormwater infrastructure design for redevelopment projects.
,
• Knowledge of MEPA/NEPA processes as they pertain to project development.
