The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.
The Department of the Military is a Drug-Free Workplace, this includes medical marijuana which is still considered a controlled substance under federal law. (Drug-Free Workplace Act of 1988)
This position is eligible for a recruitment incentive program if the hiring official requests the incentive, a qualified candidate may earn a sign-bonus up to $5,000 depending on the budget. Eligibility criteria, the applicant cannot be a current employee of the Executive Branch, the employee must remain with the agency for 12 months. If the employee resigns or terminates from the agency, before the year is completed, the employee shall pay back the entire recruitment amount received.

Summary
The Energy Program Manager is responsible for planning, coordinating, and monitoring state energy conservation programs and planning grant awards programs. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises a small professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents. Plans state energy conservation programs to establish goals, funding needs, and priorities and coordinates these programs with local, state, and federal programs. Monitors the implementation of energy conservation programs to ensure compliance with state and federal laws and regulations by reviewing progress reports and submits program results to grantor agency. Plans the energy conservation grant awards programs by developing administrative procedures and grant application forms and establishing time schedules and guidelines for grant applications. Develops and recommends new and revised policies and procedures to respond to changes in program needs and regulations and to improve effectiveness of operations. Performs energy audits, promotes energy awareness, and produces energy management training tapes for agency, in order to develop energy reduction projects. Performs other duties as assigned.
Dimensions
Frequent in-state and occasional out of state travel is required.
Knowledge, Skills and Abilities
Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and regulations applicable to energy conservation programs. Knowledge of energy conservation programs. Knowledge of grant application and reporting procedures. Ability to plan, organize, and oversee the work of subordinates. Ability to plan, coordinate, and monitor state energy conservation programs. Ability to interpret and explain state and federal laws, regulations, energy conservation programs, and related funding sources and procedures. Ability to prepare and present oral and written information and reports.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in general business, finance, public administration, mathematics, or a related field; plus three years of experience in an energy-related area, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
