Job Profile

TERI is seeking a highly skilled and experienced Consultant - Policy & Regulations Expert (Renewable Energy and Energy Storage Systems) to support a project focused on analysing and addressing gaps in the policy and regulatory framework for integrating Energy Storage Systems (ESS) at the distribution level in India. The expert will be the nodal person for policy analysis, gap identification, and the development of regulatory recommendations to facilitate the deployment of Energy Storage Systems (ESS) at the distribution level. The role of expert requires close collaboration with TERI-s internal team, external stakeholders, and clients to achieve the aforesaid objective.

Qualification
• Bachelor-s degree in Electrical Engineering.
• Master-s degree in Electrical Engineering/ Business Administration/ Renewable Energy.

Skills

Key Responsibilities:

- Review and analyse India-s policy and regulatory framework for energy storage at national and state levels and conduct analysis to identify policy gaps for the integration of ESS at the distribution level- especially regarding decentralized energy storage technologies.

- Study international best practices in ESS policies/ regulations with increasing penetration of renewable energy- and deployment strategies.
• Develop draft policy recommendations to address identified gaps and promote ESS integration.

- Support DISCOMs in tendering and procurement of ESS- including developing technical specifications- bid evaluation criteria- etc.- ensuring regulatory compliance.

- Analyse financial incentives- market mechanisms- and revenue streams to accelerate ESS adoption and ensure its economic viability.

- Organize and facilitate stakeholder consultations (e.g.- webinars- roundtables) to gather insights- refine policy recommendations- and ensure alignment with industry needs.
• Provide mentorship and technical guidance to younger colleagues.

Key Skills/ Requirements:

- In-depth understanding of policy- regulations and tariff/commercial matters in conventional and renewable energy and energy storage.
• In-depth understanding of renewable energy and energy storage in India and globally.

- Strong analytical and research skills- with the ability to understand and analyse complex policy and regulatory issues.

- Excellent communication and stakeholder engagement skills- including experience in facilitating discussions and consultations with diverse groups.
• Ability to work collaboratively in a team environment and with consortium partners.
• Proficiency in written and spoken English with strong research skills.
• Strong technical writing skills evidenced through writing of reports on renewable/energy storage systems.

Qualifications:
• Bachelor-s degree in Electrical Engineering.
• Master-s degree in Electrical Engineering/ Business Administration/ Renewable Energy.

Experience:
• Minimum 25 years of experience in power and renewable energy sectors

- Work experience including tariff/ commercial matters- and analysis of policies and regulations in conventional and renewable energy.

- Preference will be given to professionals who have worked in central public sector undertaking(s)- and central ministries (renewable energy/ power).
