Job Description
Valiant Integrated Services is seeking a Climate Impacts Planner/Specialist with Security Clearance for the U.S. Department of Defense in Honolulu, HI. This role involves providing expertise on climate change impacts to enhance security planning and collaboration within USINDOPACOM and international partners. Responsibilities include analyzing climate data, leading reports, and fostering partnerships to address climate-related security challenges in the Indo-Pacific region.
The U.S. Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE) is based in Honolulu, Hawaii with a global mission to build crisis response capacity, enhance coordination and collaboration, and strengthens relationships in the field of international humanitarian assistance and humanitarian civil-military coordination. CFE reports directly to the Commander U.S. Indo-Pacific Command (USINDOPACOM). The Commander has identified as a core task, “Be prepared to respond to the impact of climate change,” and has designated the Director of CFE to lead the Climate Change Impacts Program supporting this national security imperative. The Climate Impacts Planner/Specialist will serve as a key member of the CFE / USINDOPACOM Climate Change Impacts (CCI) Program, responsible for providing science, engineering and/or planning expertise to evaluate and anticipate the impacts of climate change on issues of human, regional and national security. Reporting to the CCI Program Manager, the Climate Impacts Planner/Specialist will have the opportunity to contribute to the implementation and growth of this important new initiative across the Indo-Pacific region. The Climate Impacts Planner/Specialist will provide science-based knowledge and expertise to support improved understanding of the impacts of climate change within USINDOPACOM, and with international military and civilian partners throughout the region. The position requires the applicant to have the ability to understand the evolving science and engineering knowledge of climate change and its impacts and have experience applying that knowledge with various stakeholders through information sharing, engagements/training, and the development of adaptation solutions. Additionally, the role will explore how the impacts of climate change will affect regional security and contribute to various planning efforts. The position requires communications and collaborative skills to work as part of an interdisciplinary, inter-agency, and international team to address the complex issues of climate security. Responsibilities
• Provide relevant expertise on climate change and its impacts, to the USINDOPACOM community and to other civilian and military organizations.
• Provide relevant expertise to military resilience planning efforts on the impacts of climate change (i.e. interpretation of climate impacts data to inform planning and decision making).
• Contribute to or take the lead on reports, publications and briefings to senior military and civilian leaders on climate changes impacting security issues.
• Contribute to the design and execution of new capacity building engagements with allies and partners primarily focused on climate impacts analysis, adaptation solutions, and information sharing.
• Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders relevant to the mission.
• Establish and maintain liaison with peers serving in national and multinational agencies responsible for climate security in the Indo-Pacific region, and with the other U.S. combatant commands.
• Participate in international and local conferences related to climate change and security.
• Draft analyses, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
• Support cross-branch CFE initiatives and projects as required.
• Expect occasional national and international travel in support of the mission.
• Other duties as assigned by the Program Manager, CCI.
• Master’s Degree or higher in a scientific or engineering discipline pertinent to understanding climate change and its impacts (for example, but not limited to climate science, meteorology, oceanography, natural resource management, planning, sustainability, environmental engineering, civil engineering).
• 5 years of experience conducting climate change or environmental analyses, impacts assessments, or planning.
• Understanding of resilience building efforts and ability to employ tools to build capability with allies and partners (i.e. data analysis, engagements and planning, decision support).
• Understanding of geo-political developments impacting the governance of climate change and its impacts on global and regional security. Preferred Requirement
• Understanding of military disaster response, posture planning, security cooperation, or environmental research
• Comfort with public speaking, presentation, and facilitating groups.
• Ability to take direction yet work independently with a high degree of autonomy.
• Willingness to collaborate with others from different backgrounds, respect for diverse perspectives.
• Experience working with US and/or international agencies concerned with environmental security is desired.
• Strong writing and speaking skills -- Must be able to speak, read, and write in the English Language fluently.
• U.S. citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance. Physical Requirements
• Must be physically able to travel (approx. 15-20%)
• Salary will be determined based upon current experience and relevance to the position.
