Background

The Government of the Kingdom of Lesotho has received loan financing from the African Development Fund (AfDB) to finance part of the Lesotho Lowlands Water Development and Sanitation Project Phase III (LLWDSP III).

Part of the loan proceeds will be used to procure consultancy services for the Annual Environmental and Social Performance Audit (ESPA).

Objective Of The Assignment

The objective of the Annual Environmental and Social Performance Audit (ESPA) is to assess the project’s level of compliance with applicable Environmental and Social (E&S) requirements.

Accounting& Auditing

The Audit Will Specifically

Assess compliance with the project’s financing agreement provisions.Assess compliance with national legislation, regulations, norms, and procedures.Evaluate compliance with the African Development Bank’s Environmental and Social requirements.Assess adherence to Good International Industry Practices (GIIP).Identify areas of non-compliance and their root causes.Recommend corrective actions.Provide an independent evaluation of both the Borrower/Client and the Bank’s environmental and social performance.

The Ministry of Natural Resources invites eligible individual consultants to express their interest in providing these consultancy services.

Interested Consultants Must Submit Information Demonstrating Their Qualifications, Including

Required qualifications.Relevant experience.Description of similar assignments successfully completed.Experience under similar conditions.

Evidence of successfully completed assignments should be provided in the form of:

Letters of engagement.Certificates of completion.Equivalent supporting documentation.

Duration Of The Assignment

The consultancy will be carried out over a period of six (6) months.

Eligibility Criteria

The establishment of the shortlist and the selection procedure will be conducted in accordance with the African Development Bank Procurement Policy for Bank Group Funded Operations (October 2015).

Procurement Method

The consultant will be selected using the Individual Consultant Selection method as outlined in the African Development Bank Procurement Policy.
