Administrator III. Maryland Department of Environment. Baltimore, MD.

The Administrator III will provide technical support to a new Building Decarbonization Division in the Climate Change Program. The Climate Change Program is responsible for developing and implementing nation leading policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change. The incumbent in this position will engage in research and plan projects to assist in the development, interpretation, and implementation of the Department’s building decarbonization plans and policies including the Building Energy Performance Standards (BEPS) regulation, the Zero-Emission Heating Equipment Standard (ZEHES), and the Clean Heat Standard (CHS).

BEPS is a nation leading policy to improve energy efficiency and reduce emissions from around 9,000 large buildings in Maryland. ZEHES and CHS are currently under development. ZEHES is focused on emissions from residential-scale space heating and hot water equipment and CHS requires heating fuel providers to reduce the emissions associated with their products in line with the State’s statutory emissions requirements.

The Administrator III will also prepare other guidance documents, Standard Operating Procedures (SOPs), and perform technical reviews of required documentation. Responsibilities will also include responding to technical inquiries from stakeholders regarding all three building sector programs and review and respond to relevant public comments. The incumbent will also work to ensure the BEPS, ZEHES, and CHS programs are responsive to the needs of all stakeholders to meet the State’s climate goals and is aligned with regulatory compliance.
