Job Description
The New Jersey Department of Environmental Protection is seeking an Environmental Specialist 4 to supervise staff involved in environmental review and control tasks. Responsibilities include overseeing field studies, enforcing environmental laws, and processing applications. Candidates must have a relevant Bachelor's degree and four years of experience in environmental control work, including one year in a supervisory role. The position is based in Trenton, NJ.

Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Watershed Protection & Restoration and meet the requirements below.
Description
Under direction of a supervisory official in a state department or agency, supervises professional or non-professional staff as assigned, engaged in completion of environmental review and control tasks relative to assigned program/project areas; supervises and plans field studies, surveys, inspections or investigations relating to applications and associated Environmental Impact Statements to include the physical, natural, and/or human environment; enforcement of environmental laws and/or regulations; prepares evidence for use in reviews and legal actions; supervises the processing of contract, grant and/or loan applications; does other related duties as required.
Specific to the Position
Oversee staff to ensure applications and requests are reviewed and responded in a timely manner and consistent with the applicable regulations. Make determinations on whether to approve or deny coastal permit applications and raise high profile issues to management as appropriate. Assist the Bureau Section Chief and Manager in advancing Bureau priorities and improving efficiency of project review and processing. Provide technical oversight to staff and assist with identifying potential issues. Provide assistance to the office of the Attorney General in litigation matters.
Preferred Skill Set
Strong organizational skills and ability to multi-task. Strong supervisory skills. Ability to read, interpret and apply the coastal zone rules to applications. Ability to work communicate effectively. Knowledge of the coastal zone rules. Ability to assign technical and supervisory work, analyze technical problems, and develop effective work methods.
Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
NOTE: A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
EXPERIENCE: Four (4) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements, one (1) year of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
