Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Watershed Analyst – Analyst 3 for the Coeur d’Alene Regional Office.
Salary Range: $29.75 – $33.71
Responsibilities:
· Develop total maximum daily loads (TMDL).
· Assist and conduct field monitoring and water quality sample collection
· Establish and support watershed advisory groups (composed of involved industry, land management agencies, local government, and interested public) to collaborate on TMDL and Implementation Plans for impaired surface waters.
· Develop § 303(d) listed waters assessments to determine impairment based on existing data.
· Develop load allocations designed to restore beneficial uses based on existing data and data acquired through the Beneficial Use Reconnaissance Program, staff field work, the regulated public, land management agencies, and conservation groups.
· Develop subbasin assessments that describe the character and land use within subbasins to support the Water Quality Program’s 5-year reviews.
· Follow quality assurance protocols to validate data.
· Work with watershed advisory groups and other volunteer organizations that are interested in improving water quality in specific watersheds.
· Follow DEQ policies and procedures while completing duties.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management fieldORany combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR;
Possession of a master's degree in any of the above fieldsAND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Required Specialty Minimum Qualification
· One year of work experience developing and implementing TMDL's or related water quality science, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups.
· Experience developing and implementing TMDL's or related water quality science, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups. Typically met by one (1) year of work experience developing and implementing TMDL's or related water quality science, conducting watershed assessments utilizing water quality and watershed assessment techniques for pollutants of concern, including familiarity with modeling and GIS analytical techniques; developing load and waste load allocations; writing water quality assessments and TMDL/Implementation Plans; presenting findings including technical water quality related information and modeling results to advisory and public interest groups.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Some periods of heavy reading and typing are required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Must be able to swim and perform field monitoring work without on-site assistance or supervision
• May work in the vicinity of loud noise.

· Valid driver’s license
· Occasional travel required
· May be required to stay overnight away from work center or in remote areas
