POSITION SUMMARY

We are seeking a full-time water resource planner to work with our water resource, groundwater, and engineering team members in our Woodland or Roseville offices. We are seeking water resource professionals who are enthusiastic and motivated about working on water resources projects and activities in a collaborative, mentored setting with other planners, engineers, and scientists. This position requires the successful applicant to work in an “in-office” setting and offers an excellent opportunity for career development and growth. This position will allow you to experience all aspects of a project in collaboration with other LSCE staff, with an emphasis on project elements involving planning, funding, administration, client outreach, and facilitation.

RESPONSIBILITIES (INCLUDING BUT NOT LIMITED TO):
• Development of SGMA compliance and GSP implementation activities, including long-term funding and fee projects, water resource planning support for groundwater recharge projects, assistance with regulatory compliance activities, and preparation of detailed cost estimates.
• Preparing grant funding applications and related long-term funding strategy documents for SGMA and Integrated Water Resource Management (IRWM) planning.
• Work on fee development projects, including development of long-term revenue projections, cost allocation analysis, fee options analysis, fee studies, and related deliverables.
• Ability to work on multiple projects with other staff and project managers with an ability to prioritize tasks.
• Assisting with water rights, water availability, CEQA, and permitting requirements, as well as project costs and benefits analyses.
• Conduct technical reviews, permitting compliance, water resource and supply studies, analysis of alternatives, water supply and demand analysis, interpreting data, aligning water resource objectives with State and Federal policy, and preparing technical reports.
• Attending meetings with clients, the project team, and the public in professional attire.
• Preparation of meeting presentation materials.

REQUIRED QUALIFICATIONS:
• Bachelor’s degree or higher in Environmental Science or Civil Engineering (Water Resources emphasis) or other related degree(s).
• A minimum of five years of experience in water resources planning in the consulting industry conducting the type of duties described above.
• Proficient in financial analysis related to water resource planning for fee studies and project development.
• Excellent interpersonal skills, work ethic, and ability to effectively communicate and collaborate with others.
• Strong research skills.
• Proficiency with MS Office applications; ability to learn new applications.

PREFERRED QUALIFICATIONS:
• Water resource planning, including water portfolios, water supplies, conjunctive use concepts and practices, recharge concepts and practices, regulatory requirements, and policy compliance strategies.
• California water resources, agricultural and urban water supply planning practices and principles.
• Ongoing California Integrated Resource Water Management and groundwater sustainability legislation and regulations
• State and Federal funding programs
• Understanding of fee and rate development principles
