Analyst series:

This position is established at the Analyst 3 level and may be underfilled at the Analyst 2 or 1 level. After successfully completing a training plan and meeting the minimum qualifications for the Analyst 3, the employee will be reclassified and compensated as an Analyst 3.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Analyst - Analyst 3 for the Coeur d'Alene Regional Office.

Salary Range:

ANALYST 1: $22.75 - $25.79

ANALYST 2: $25.95 - $29.43

ANALYST 3: $29.75 - $33.71

Responsibilities:
• Review permits, plans, and documents to ensure compliance with surface water quality standards, total maximum daily loads (TMDLs), and other water quality improvement plans.
• Provide technical support for TMDL program development, implementation, and compliance.
• Assist with guidance, protocol, field activities, and quality assurance for monitoring and documenting water quality needs.
• Coordinate with Idaho Pollution Discharge Elimination System Program permit writers and prepare 401 certifications for permits.
• Address policy questions and review U.S Army Core of Engineers (ACOE)/ Idaho Department of Lands 404 permit applications and certifications.
• Inspect 404 permitted projects for compliance with water quality standards and best management practices.
• Review and comment on nationwide and general construction permit certifications.
• Conduct antidegradation reviews and evaluate water quality impacts of proposed projects.
• Coordinate the Coeur d'Alene Regional Office response to public inquiries and investigate water quality complaints.
• Log complaints into the statewide database.
• Provide technical support to engineering, remediation, and groundwater staff.
• Review projects for water quality protection and TMDL consistency.
• Provide water quality information and direction to consultants and developers.
• Assist with TMDL development and emergency response water quality assessments.

Environmental Review and Interagency Coordination:
• Conduct technical reviews and provide comments on permit activities, environmental impact statements, environmental assessments, and National Environmental Policy Act documents.
• Evaluate permit activities from lake encroachment, stream channel alteration, and ACOE Section 10 waters.

Minimum Qualifications:

ANALYST 1: $22.75 - $25.79

Possession of a Bachelor's degree in a physical or biological science, political science, business, public administration, a related natural resource management field, engineering, OR, any combination of education and/or experience equivalent to a Bachelor's degree. For example:
Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or experience performing routine activities in monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college.

ANALYST 2: $25.95 - $29.43
