Job Description

ICF is seeking a Climate Governance & Institutional Strengthening Expert to enhance institutional frameworks and governance mechanisms for climate programs in India. The role involves assessing governance, developing strategies, facilitating coordination, and advising government agencies. Candidates should have a Master's degree and 8-15 years of relevant experience. This is a full-time, project-based position requiring travel across various regions in India.

Position Overview




The Climate Governance & Institutional Strengthening Expert will provide strategic and technical support to strengthen institutional frameworks, governance mechanisms, policies, and implementation systems for state and city-level climate programmes. The expert will support in mainstreaming climate considerations into governance systems, facilitate inter-departmental coordination, and strengthen institutional capacities for effective climate action implementation.




Key Responsibilities


Assess institutional arrangements and recommend governance reforms.

Develop institutional strengthening strategies, governance frameworks and implementation roadmaps.

Review national, state and local climate policies, regulations and institutional mandates.

Facilitate inter-departmental coordination.

Develop SOPs, operational manuals and institutional guidelines.

Design governance frameworks for Climate Action Plan implementation.

Integrate climate objectives into planning and governance systems.

Identify institutional capacity gaps and prepare development plans.

Facilitate stakeholder consultations and policy dialogues. Prepare policy briefs, governance reports and technical notes. Support implementation strategies.

Advise government agencies on governance reforms. Document national and international best practices.

Provide technical support during steering committee meetings and project reviews.




Educational Qualifications


Essential: Master's in Public Policy, Public Administration, Urban Planning, Governance, Environmental Management, Development Studies, Law or related.

Preferred: Doctoral degree or professional training in governance, institutional reforms or organisational development.




Professional Experience:




8–15 years in governance, institutional strengthening, climate policy or public sector advisory with experience supporting State Governments, ULBs and institutional reforms.

Preferred Sector Experience:


State Climate Action Plans; Smart Cities; AMRUT; Urban Governance; Climate Resilience; Institutional Reform; Sustainable Development; MDB-funded projects.

Policy Analysis; Strategic Thinking; Government Advisory; Institutional Capacity Building; Stakeholder Management; Leadership; Analytical Problem Solving; Communication.




Assignment Nature: Full-time project-based(contract)engagement with travel across India and coordination with government agencies for multiple locations mentioned below.
