Job Description
The City of Minneapolis is seeking a Transportation Planner to lead various transportation planning efforts, including capital improvement projects and regional collaborations. The role involves managing citywide transportation initiatives, ensuring alignment with policies like Complete Streets and Vision Zero. The position offers flexible work arrangements, allowing for a hybrid model with remote work options. Candidates should have a relevant degree and five years of experience in transportation planning.
The position will lead on a variety of efforts, including but not limited to: planning and design of capital improvement projects, regional collaboration projects, policy development, multimodal planning studies, representing the City in projects led by other agencies, and leading transportation initiatives that advance City policies. The Transportation Planner position will help implement the projects and vision outlined in City’s Capital Improvement Program and the adopted Transportation Action Plan and Racial Equity Framework. The position will manage and deliver a wide range of citywide and regional transportation projects that align with the City’s Complete Streets Policy and commitment to Vision Zero.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
The City of Minneapolis does not sponsor applicants for work visas.• Manage short and long term transportation issues in order to impact, and improve the transportation system.
• Assist in efforts related to regional and citywide transportation projects as assigned.
• Partner with regional agencies (MnDOT, Hennepin County, Metro Transit) on plans and projects within the City of Minneapolis that advance citywide transportation goals.
• Manage the delivery of a wide range of capital improvement projects, such as pedestrian safety improvements, protected bikeways, safe routes to school, and street reconstruction projects.
• Maintain working knowledge of new and existing design standards and guidelines, best practices, innovative design concepts, and design methodologies.
• Oversee, negotiate, draft, manage and administer contracts and schedules with consultants, contractors, and external organizations.
• Develop and maintain professional relationships with City staff, regional partners, private sector staff, and others involved in transportation planning and engineering.
• Communicate with City Council, residents, businesses, community groups, and other governmental agencies to facilitate all phases of projects or initiatives
• Assist with planning and developing the City's capital improvement program.
• Responsible for providing liaison work with the City's Bicycle Advisory Committees and Pedestrian Advisory Committee.
• Responsibility for completion of other efforts/projects as assigned.
• Provide work direction to Associate Transportation Planners as needed.
Working Conditions: Normal Office Setting
Minimum Qualifications: Bachelor's Degree in Planning, Engineering, Urban Design, a related field or equivalent. Master's Degree preferred.
Minimum Experience: Five years of experience, which have included Transportation Planning, Urban Planning and Design, land use planning, project and contract management, transportation demand and patronage.
Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Licenses/Certifications:
None required.
American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP), or Professional Engineer (PE) certification preferred.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.• Considerable knowledge of all modes of transportation planning at the Federal, State, Regional and Local levels.

• Knowledge of land use planning and project and contract management.
• Ability to analyze and evaluate problems and issues.
• Ability to interpret and apply planning guidelines and ordinances.
• Good report writing skills and the ability to make and support recommendations.
• Ability to establish effective working relationships and to deal resourcefully with the media, other employees, agencies, department, and the public.
• Developed oral and written communication skills, including presentation skills.
• Good decision making and negotiation skills.
