Job Description
The County of Sacramento is seeking an Environmental Compliance Technician Level I/II for internal transfer. This role involves supporting environmental staff in monitoring regulations, conducting field investigations, and promoting compliance with environmental laws. Candidates must meet specific transfer qualifications and have knowledge of environmental sciences. The position offers a salary range of $4,661.46 to $6,316.20 per month, depending on the level.

In order to be qualified for a transfer:
1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.
There are three different transfer types that you may qualify for: interdepartmental transfer, interclass transfer, and voluntary demotion. These different transfer types are defined as:
• Interdepartmental transfer - a transfer in the same class from one County department to another.
• Interclass transfer - a transfer from one job class to a different job class. In addition, the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.
• Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion, either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance, Section 2.78.294, or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance, Section 2.78.228 defines demotion.
Level I - $4,661.46 - $5,667.17/month
Level II - $5,195.67 - $6,316.20/month
The Environmental Compliance Technician Level I/II performs a wide variety of technical office and field support for professional environmental staff involved in monitoring environmental regulations, protecting the public health and safety, and controlling and eliminating environmental hazards. Environmental Compliance Technicians assist with field investigations by collecting and preparing test samples, recording data, and preparing summaries and charts. Incumbents also promote understanding of and compliance with federal, State, and local regulatory mandates.

Knowledge of
• Basic theories of mathematics, biology, chemistry, and physics associated with environmental regulation and research
• Basic scientific research and statistical methods
• County and department environmental regulatory purposes and work requirements
• Sound environmental practices and the effect of environmental regulation on human health, water, soil, food, and other environmental elements
• Environmental laws, regulations, and ordinances protecting public health and safety
• Basic principles of environmental compliance assurance
• Principles and procedures used in collecting and identifying samples for laboratory analysis
Ability to
• Provide information verbally, non-verbally, and in writing using language style, organization, and format appropriate to the subject matter, purpose, and audience
• Read English at a level necessary to examine, interpret, and apply legal, technical, and complex environmental guidelines, documents, records, and reports
• Speak English at a level necessary to communicate clearly and effectively with the public and business owners in representing the functions and policies of the department
• Write English at a level necessary to produce concise, accurate, and impartial reports, narratives, summaries, and recommendations
• Collect, review, interpret, apply, summarize and explain environmental data, rules, regulations, codes, laws, and ordinances related to protecting public health and safety
• Research and understand legal descriptions of boundary maps and utilize records to locate property owners
• Apply technical procedures used in investigating, identifying, and correcting environmental and hazardous materials problems
• Work independently, prioritize work, coordinate activities, and meet critical deadlines; identify and effectively handle multiple activities and resources necessary to perform job assignments
• Organize, process, and evaluate data and ideas to make effective decisions and develop appropriate solutions
• Use sound judgment and personal initiative to accomplish assignments
• Work cooperatively with others and build and maintain constructive relationships with those encountered during the course of work, including responding effectively and tactfully to hostility, confusion, or concern expressed by others
• Contribute to group efforts with ideas and suggestions
• Understand and accept differences in attitudes toward environmental problems and regulations
Minimum Qualifications
Environmental Compliance Technician (Level I)
Either: 1. One year of experience performing technical support and public contact work in a regulatory, public health, or environmental service environment.
Or: 2. Completion of 12 semester units from an accredited college or university in physical science, life science, engineering or a closely related field.
Environmental Compliance Technician (Level II)
Either: 1. Six months of technical support experience in environmental regulation or research support, performing the duties and responsibilities equivalent to those of the Environmental Compliance Technician (Level I) class within Sacramento County service.
Or: 2. One year of experience performing technical support and public contact work in a regulatory, public health, or environmental service environment.
AND
Completion of 12 semester units from an accredited college or university in physical science, life science, engineering or a closely related field.
Note: Up to one year of the required education may be substituted by full-time, or equivalent part-time, experience similar to that described on the basis of 173.6 hours + 21.7 days = 1 work month = semester or 4.5 quarter units.
Note: The word "experience" referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements
Physical Requirements:
Incumbents may be required to stoop, kneel, and inspect unsanitary conditions and take environmental samples; climb fences, stairs, and ladders; walk in rough terrain and muddy fields; work underground, climb into and out of swimming pools under construction; distinguish colors; distinguish measurements as small as 1/20 of an inch; wear special protective clothing and breathing masks.
Work Schedule and Conditions:
Incumbents are subject to work in adverse weather conditions, emergency situations, and perform duties during other than normal working hours, as necessary.
License Requirements:
All classes in this series require possession of, or ability to obtain a valid California Driver's License, Class C or higher, before date of appointment. Failure to obtain or maintain the appropriate Diver's License constitutes cause for suspension or termination from the class in accordance with Civil Service Rules.
Special Skills:
Some positions in this class may require the ability to speak, read, and/or write a language other than English, or knowledge of Black Culture, Mexican/Spanish Culture, or Asian Culture.How to Apply
