We are currently seeking qualified candidates for the Total Quality Leadership Accountability (TQLA) position.

Job specification :

Under the supervision of the EpiC Project Technical Director and in close collaboration with the project team lead in Lualaba, the TQLA Technical Advisor will provide technical leadership in the design and execution of sound technical strategies and best practices in program areas targeted by this project. This includes strengthening the capacity of supported health areas and supported local implementing partners and other key local stakeholders to apply the FHI 360 Total Quality Leadership and Accountability (TQLA)© model and ensure comprehensive HIV prevention and care with close links to HIV care and treatment, prevention of mother-to-child transmission of HIV (PMTCT) services, clinical management of HIV/AIDS.

Job Responsibilities

Adopt participatory approaches to review program data and identify emerging issues for intervention, as well as to determine priority sites for intensive technical support.

Support the development of capacity optimization plans for identified sites, covering customer experience/performance, technical performance, internal processes and innovations, learning and growth.

Provide support to the general direction of ESPOIR 2030 and the management of project sites.

Co-facilitate, where appropriate, health zone workshops/training, contributing to the integration of TQLA principles into training activities.

Provide technical expertise in the development, design and operationalization of TQLA tools, such as goal setting tools, summary tables, data visualization windows, PowerPoint slides, etc.

Integrate TQLA concepts and support the development of various innovative processes to optimize management and leadership capabilities to improve program performance. Key areas of support will include, but are not limited to, granular level data collection, reporting and use for decision making at the facility, health zone and district levels. province.

Enhance regular Health Zone crisis room meetings, provide targeted feedback and offer evidence-based technical assistance to designated health facilities and partner organizations, reporting on tasks accomplished within each meeting in the crisis room.

Provide technical facilitation for quality improvement charters and collaborations, and support continued constructive dialogues around granular level data in Situation Room meetings.

Support the development of an internal system to measure and report the effects of TQLA interventions over time (i.e. effectiveness and efficiency gains).

Keep abreast of the latest technical developments in care and treatment and support health zone teams in applying cutting-edge strategies to the overall HIV program.

Contribute to progress monitoring, data analysis and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders.

Perform any other tasks as requested by the TQLA Advisor.

Minimum Qualifications:

Master’s degree in public health or related field or equivalent, Doctor of Medicine preferred

At least 8 years of progressively responsible professional experience in technical design and management of programs related to key populations and HIV.

Proven ability to work effectively with a range of stakeholders, including government officials, local community organizations, donors and other stakeholders.

Proven knowledge of Congolese health systems as well as international and local NGOs involved in the national response to HIV/AIDS.

Demonstrated experience and/or knowledge of the PEPFAR blueprint for programs for at-risk populations and WHO and UNAIDS goals and strategies related to targets 95-95-95 and the cascade for prevention, diagnosis, care and treatment of HIV.

Excellent communication, interpersonal and writing skills

Ability to work independently and manage a large workflow.

Have a proven sense of leadership

Be able to work under pressure and in a multicultural context

Ability to set priorities, set appropriate deadlines and meet them

Capacity in organizing training and tutoring

Experience in proactively identifying risks, resolving issues and communicating them appropriately to project staff and USAID.

Must be able to read, write and speak French fluently; Average level of English preferred
