Job Description

Green Infrastructure Partners is seeking a Terminal Operations Manager in Abbotsford, BC. The role involves overseeing terminal operations, managing asphalt cement deliveries, operating heating systems, and ensuring quality compliance. Responsibilities include production planning, inventory management, union relations, and cost management. The manager will lead a team, maintain environmental compliance, and handle operational reporting. This position requires on-site presence and is not remote.
The Operations Manager reports to the Director of Operations for GIP Materials Engineering (GME). They maintain overall responsibility for operations, receiving support from and providing direction to employees at the Terminal.
Specific Duties:
• Manage the operations of the Terminal:
• Receive asphalt cement deliveries by truck, rail car, and marine vessels and load tanker trucks with asphalt cement, emulsion, and calcium chloride products for customer deliveries.
• Operate hot oil heaters and distribution system to heat tanks and piping to required temperatures.
• Operate steam boiler system to heat asphalt cement rail cars to required unloading temperatures.
• Manufacture polymer modified asphalt cement and emulsion products.
• Receive, blend, and ship calcium chloride products.
• Complete transfers between tanks to ensure materials are available to support operations listed above.
• Manage process to understand supply forecasts, plans production and inventory to meet demand, and ensure that transportation for on-time delivery is arranged. This requires daily, weekly, monthly, and annual planning.
• Develop and execute inbound material receiving plans including appropriate allocation of tank space for different materials, and storage of packaged materials.
• Create a Quality program at the Terminal such that products are supplied within specification, meeting customer requirements, and in accordance with ISO requirements.
• Lead the development of an engaged, motivated, and well-disciplined work force. Effectively manage a team of both unionized and non-unionized employees in accordance with employment standard and the Collective Agreement.
• Effectively manage union relations, handle union issues which escalate to the management level, and seek corporate and legal guidance when necessary.
• Implement effective inventory management. Inbound and outbound material to be weighed (or gauged), and ticketed.
• Comply with Ministry of Environment ECA approval requirement and maintain required records. Prepare and operate in accordance with Spill Emergency, Oil Pollution Emergency, Oil Pollution Prevention, and Dock Security Plans. Obtain government approval of plans. Conduct spill and security exercises to satisfy plan requirements.
• Assume on-site responsibility for the planning and execution of inspection, preventive maintenance, repair and replacement of equipment. Collaborate with Engineering Manager to ensure that Capital Expenditure upgrades are effectively completed, on-time and on-budget.
• Continuously monitor, assess, and implement proactive actions and plan to ensure business continuity at the Terminal.
• Prudently manages operational spending and costs. Identify and implement efficiencies to drive improvements in key performance indicators and cost reductions.
• Ensure terminal based accounting functions are completed accurately and on-time: Ticketing customer shipments, generating purchase orders, signing packing slips (bills of lading) and confirming that the goods received match the information on the slip.
• Complete month end reports including reports for inventory, production, raw material use, throughout, energy consumption, key performance indicators, and operational reports.
• Provide input and information required for preparation of operating and capex budgets.

Position Requirements:
Education & Experience:
• Post-secondary degree in in Civil Engineering Technology, Materials Science, or a related field.
• A minimum of five years' experience in a manufacturing or construction environment (an exceptional track record may supersede the post-secondary education requirement)
Skills & Attributes:
• Strong understanding of liquid processing and equipment (tanks, piping, pumps, mixers, process heaters, heat exchangers etc.)
• Proven abilities to lead a mid-sized team of employees, and to organize and prioritize many simultaneous activities in order to meet customer and operational requirements
• Effective verbal and written communication
• Computer literacy with the ability to use common software programs such as Microsoft Excel and Word, as well as the aptitude to learn ERP software (JD Edwards), and process software (tank level monitoring, process temperature monitoring etc.) and process controllers.
