The employee must reside within the geographic areas of assignment and within a ONE-HOUR drive time of either the Philippi or Fairmont Office location.
The employee will be assigned to the Division of Land Restoration, Office of Special Reclamation North Region. The duties include but may not be limited to the following:
• Direct the North Region and assign tasks to achieve program goals in preparation of liability reports, specifications, design drawings and maps for requisitioning of construction of Land and Water reclamation projects. Directing subordinate, non-subordinate staff and consultants on daily activities necessary to complete reclamation projects such as subsurface investigation, site surveys, background sampling, etc.
• Review and provide directions to preliminary and final design drawings and specifications prepared by subordinate and non-subordinate staff or outside parties. Review proposals submitted to OSR by outside parties to determine feasibility and possible cost/risk benefits to the WVDEP and other parties.
• Provide technical assistance and direction to Environmental Resource, Engineering, Program Manager and Environmental Analyst staff as well as contractors to ensure reclamation work is performed according to construction plans and documents. Make/approve any adjustments to reclamation plans as site conditions warranty while considering post mining land use, property owner intentions and economic feasibility.
• Review and approve construction inspection reports.
• Review and approve contractor invoices for on-going construction projects.
• Prepare engineering cost estimates and reclamation work to be bid out by Request for Quotation (RFQ) and upon request by Program Manager aid in compilation and estimation of Work Directives and in-house bids. Plan and conduct on-site Pre-Bid and Pre-Construction conferences.
• Ensure all programmatic functions and duties comply with applicable state and federal laws, regulations, and policies and perform all general supervisory administrative duties such as approving and disapproving time sheets, leave requests and scheduling. Coordination and directing activities of engineering, support and technical staff.
• Provide technical assistance to all north region staff to aid in the improvement, maintenance and troubleshooting of existing water treatment sites. Assist region with complaint investigations. Attend meetings and training to advance understanding of engineering principles and techniques and share this information with other staff.
• Represent DEP in matters related to the area of responsibility and may serve as an alternate to the Engineer Chief in representing DEP during the Special Reclamation Fund Advisory Council as well as meetings and seminars to gain and/or share engineering knowledge.
• Aid the Deputy Director or Director in technical advisement as requested.

• Regular attendance is an essential part of this position.

• The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
• All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Training: Bachelor's degree from an accredited college or university with a major in Engineering.
OR
Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.
AND
Experience: Seven (7) years of full-time or equivalent part-time paid employment in engineering.
OR
Substitution: Master’s degree in engineering may substitute for two (2) years of the required experience.
Special Requirement: A valid driver’s license is required.
