OPP works collaboratively within the Department and with other federal, state, and external partners to implement strategic initiatives and identify innovative, cost effective opportunities for state government to enhance the quality of life for Tennessee citizens and the natural environment.

How You Make a Difference In This Role

The Office of Policy and Planning (OPP) Senior Policy Analyst position is an Executive Service position reporting to the Director of OPP. We are seeking candidates who excel in a collaborative environment, enjoy analytical projects, and have a strong attention to detail. The preferred candidate will have experience understanding, interpreting, and communicating complex environmental and conservation topics, laws, and/or regulations

Key Responsibilities
• Conduct research and analysis on a wide variety of environmental, conservation, energy, public health, or administrative topics.
• Compose white papers, background materials, and oral presentations to communicate complex topics to departmental leadership, agency divisions, or other agency partners.
• Lead and support multidisciplinary working groups to share and collect information and feedback and support policy research and development.
• Serve as non-discrimination coordinator for TDEC by managing TDEC's Title VI (Civil Rights Act) program and providing department-wide support with language assistance and environmental justice functions.
• Assist the OPP Director with responding to emerging state or federal initiatives, including new federal funds, grants, priorities, and programs.
• Synthesize views across all levels of TDEC on complex and emerging issues to aid leadership's development of a unified TDEC position.
• Independently manage multiple complex projects, each with multiple deliverables, in varying capacities.

Minimum Qualifications

Applicants should possess a bachelor's degree or a graduate degree in one of the following areas: Economics, Environmental Policy, Environmental Science, Law, Planning, Public Administration or Public Health. More advanced graduate degrees in a relevant field may be considered as a replacement for fewer years of experience. Minimum 5 years of experience in one of the following areas: Economics, Environmental Policy, Environmental Science, Law, Planning, Public Administration or Public Health. Applicants should also be able to foster collaboration across diverse constituencies, possess strong communication and interpersonal skills to communicate effectively verbally and in writing, be self-motivated and able to work independently or collaboratively, and possess a strong attention to detail.
