The Department of Natural Resources (DNR) Sustainable Operations program is looking to hire a Management Analyst 5 to join the team! This position will be part of and support a key team to help DNR meet important emissions reduction milestones. There will be long-term planning tasks alongside real-time deliverables.

Responsibilities:
The Management Analyst 5 position reports directly to the Sustainable Operations program Manager and supports the agency’s strategic long-term planning to reduce carbon emissions that stem from its operations. The position will analyze business operations and processes, provide consultation, develop strategies, conduct research, formulate recommendations, coordinate and assist with the implementation of strategic and long-range planning activities, and the impact those plans have on business operations and deliverables.

Key responsibilities of the position include but are not limited to: Conducts and guides strategic planning related to the agency’s management of legally mandated reductions in greenhouse gas emissions that are produced by agency operations.
Reviews and analyzes current business operations and budget policies, procedures, processes, and guidelines and proposes revisions to current, or the development of new policies, procedures, and guidelines to the Sustainable Operations Manager, DNR Executive Management, Fleet and Facilities Management, and outside entities.
Forms and leads workgroups related to the planning and documentation of best practices and viable agency strategies for the long-term reduction of greenhouse gas emissions produced by agency operations.
Oversees the preparation and submission of legally required reports, such as the Department of Ecology’s annual Green House Gas Emission report as required by state statute.
Attend and contribute to various related organizations and work groups, for the development of shared policy and strategy related to program goals and deliverables. This will include working with State and federal partners, Tribal governments, and NGOs.
Establishes and maintains a working relationship with the agency’s Grants Director to identify opportunities for state and federal grant funding that could bolster the program’s work while reducing agency expenses.
Reviews the work of the Sustainable Operations team, and pertinent work by the fleet and facilities teams to ensure compliance with regulations and policies (both internal and state-level) related to emissions reporting and any corresponding accounting requirements that may be associated with funding sources or directed via legislative proviso.
Provides oversight of the program budget and makes recommendations on the Sustainable Operations program’s processes and plans based on budget availability and variance.
Help develop budgetary requests for ongoing program needs and future projects.
Supervise, guide, and mentor applicable staff. Guide staff on program vision and strategic plans.
Required Qualifications: Bachelor’s degree in business administration, public administration, law, environmental science, public health, or other relevant work-related field;
OR An equivalent combination of education and/or experience.
5 years of related professional experience that must include at least two of the following areas: Conducting research
Analyzing policies, laws, rules, or regulations
Conducting business analysis and developing requirements
Leading business projects
Managing business operations
Business policy development

1 year of verifiable supervisory experience.
Able to function largely independently, making sound decisions in a complex environment. Excellent communication skills – both verbal and written. Strong negotiation, mediation, and collaboration skills.

Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

Special Requirements and Conditions of Employment: Work is primarily indoors, but some outdoor work may be required to review site-specific activities of the agency.
Infrequent overnight and out-of-state travel may be required. Periodic visits to DNR facilities and lands managed or controlled by the agency may be required.
Desired Qualifications: Certifications, training, and experience in fields related to sustainability, clean building standards, construction project management, fleet electrification, fleet management, and emissions reductions.
Certification in Project Management.
Master’s degree in Business Administration, Public Administration, Accounting, Law, or an equivalent degree.
Strong analytical skills.
Two years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost, price analyses, contract compliance administration, and/or state government budget management experience.
Skills and experience with interagency cooperation and negotiation.
