Job Description
The University of Maine is hiring a Strategic Capital Planner to manage its system-wide capital plan, collaborating with leadership across campuses to enhance academic excellence and sustainability. The role can be based in Portland or Orono, with potential for a hybrid schedule. The University of Maine System (UMS) is seeking a Strategic Capital Planner to lead the coordination, development, and management of our system-wide capital plan. In this vital role, you'll collaborate with leadership across all UMS campuses to shape capital investments that support academic excellence, sustainability, and long-term strategic goals. The position can be located on the Portland or Orono campus and has the potential for a hybrid schedule. Office hours are 8:00 am to 4:30 pm, with evening and weekend hours if necessary.

Key Responsibilities
• Lead and coordinate capital planning efforts aligned with the University of Maine System.
• Develop and implement criteria to prioritize capital projects based on institutional needs, deferred maintenance, and sustainability goals.
• Serve as a trusted advisor to campus leaders, including Chief Business Officers, Facilities Directors, and other senior stakeholders.
• Analyze facilities data, space utilization, and enrollment trends to inform capital planning decisions.
• Partner with finance and facilities teams to align project priorities with available funding, including bonds and strategic initiatives.
• Prepare and present capital plan reports to university and system leadership.
• Integrate environmental sustainability and safety standards into all planning efforts.
• Play a key role in early-phase project scoping and planning initiatives.

Salary and Benefits: The hiring range for this full-time, regular position is $85,000 to $105,000, commensurate with experience. For current UMS employees, the salary will also take into consideration existing pay for transfer or promotion. Knowledge, Skills, and Ability Requirements
• Strong knowledge of building and infrastructure, construction, and maintenance.
• Understanding of financial operations, including budgeting, estimating, forecasting, and cash flow.
• Strong ability to collaborate and build consensus with diverse stakeholders.
• Strong problem-solving skills and sound judgment.
• Exceptional communication skills for engaging both technical and non-technical audiences.
Qualification Requirements
• Bachelor's degree in Engineering, Architecture, Urban Planning, Management, or a related field, or an equivalent combination of education and relevant experience.
• Five or more years of experience in campus, urban, or land use planning, including data collection, analyses, and documentation.
• Demonstrated experience with mid- to long-range planning, including developing master and capital plans.
• Experience prioritizing capital improvements and creating comprehensive capital plans.
• Prior work in higher education or a similarly structured environment.
• Experience in maintaining effective process controls and evaluating outcomes.
• Ability to travel to UMS locations.
• Relevant professional certifications such as PMP, AICP, LEED, AP, or similar certifications are preferred.
