Job Description and Duties

Under general direction of the Program and Project Supervisor the Senior Utilities Engineer will have a project lead role, managing several relationships with contractors as well as program administrators. The role includes complex engineering analytical and policy work associated with the Commission’s oversight of energy efficiency programs. The SUE will participate in planning, organizing and directing long-term projects. This may involve acting as a leader on complex issues that require substantial technical expertise. The incumbent will consider diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes. This role includes working with a team of analysts and consultants, utility staff and stakeholders to assess technical measure and program proposals. The EEPF section works a dynamic environment with some of the largest energy consumers and industries in the State. In addition, the incumbent will be responsible for managing a team of consultants who will be evaluating the performance of technology measures, projects and programs. This SUE role will lead energy efficiency policy development, including stakeholder engagement processes, formulating recommendations for CPUC decision makers, and assisting on preparing CPUC orders and decisions. This role may also be involved in a variety of other closely related energy efficiency projects such as supporting the development and oversight of savings estimates in general, energy efficiency savings forecasting and cost-effectiveness methods, development of the utility's portfolio goals, and provide support in other closely related activities in the CPUC Energy Division.

We are seeking candidates who are comfortable working in a fast-paced environment, who want to think creatively, and can apply judgment and critical thinking to identifying solutions to challenging problems. The senior energy efficiency utilities engineer will interface with program administrators including utilities, Regional Energy Networks, Community Choice Aggregators, consultants, Energy Division staff and management, as well as industry stakeholders. This includes participating in discussions and negotiations with utilities and industry groups. The incumbent will be required to brief CPUC Commissioners and Administrative Law Judges on controversial issues and make technical and policy recommendations.

Special Requirements
