Overview
The mission of Rutgers Cooperative Extension (RCE) is to improve the lives of New Jersey residents and their communities by delivering science-based educational outreach programs in each of the state’s 21 counties. Program foci are continuously defined and refined through local needs assessments, as well as through the alignment of annual work plans with federal (e.g., USDA National Institute of Food and Agriculture) and State priorities. Programs are wide-ranging, including agricultural retention and economic development, environmental and natural resource protection, food, health and nutrition, personal wellness, home horticulture, marine and coastal resource management, positive youth development, renewable energy, and climate resilience and adaptation.
RCE maintains robust federal, state, and county government funding partnerships, as well as substantial external program resourcing (e.g., competitive grants, contracts, and philanthropic gifts) that rely on and leverage the New Jersey Agricultural Experiment Station’s statewide infrastructure of county cooperative extension offices, research farms and field stations, business incubator facilities, and on-campus research centers and institutes. The Rutgers Cooperative Extension workforce comprises more than 90 faculty (county agents, extension specialists, and faculty with secondary extension appointments) and 225+ programmatic, paraprofessional, and administrative staff. Cooperative Extension programs are supported by thousands of adult and youth volunteers across the state.
Programs are delivered through modalities best aligned with the needs and preferences of the individuals and communities served by Cooperative Extension. Increasingly, program delivery approaches require the blending of in-person, full-remote, and hybrid options. This drives the need for pedagogical refinement, or even restructuring, of program structure, content, and delivery across the cooperative extension system, as well as the establishment of new physical infrastructure (i.e., distance learning systems and technologies) at many classroom/meeting spaces and field locations on and off-campus, as well as personnel training to increase proficiency with distance learning technologies. While New Jersey is generally characterized as a geographically small and heavily urbanized/suburbanized state, marked disparities exist in terms of the capacity and reliability of distance learning technologies available to cooperative extension personnel and the individuals/communities they serve. Among the more pronounced deficiencies are evident in the less populated and rural parts of the state, particularly in areas of southern and northwestern New Jersey where agricultural and resource industries are more concentrated.

Posting Summary
Rutgers, The State University of New Jersey is seeking a Sr Program Administrator – Impact Assessment and Management for the New Jersey Agricultural Experiment Station, Cooperative Extension. This position will work with senior Rutgers Cooperative Extension leadership to strengthen program evaluation systems, processes, and aptitudes needed to increase program clarity, impact, accessibility, and visibility.
Among the key duties of the position are the following:
• Provides state-wide leadership and support to strengthen cooperative extension program development through evaluation efforts across all program teams, educational programs, and outreach efforts.
• Facilitates the integration of effective evaluation into the RCE culture and practice of programs through active participation in the design, development, and implementation of a comprehensive program evaluation system and associated processes. It is expected that the planning and implementation process will result in comprehensive evaluation outcome assessments and impact reports for the various programmatic efforts that drive continuous program improvements, increase the visibility and accessibility of cooperative extension programs to meet the needs of a wider range of stakeholders and document the impacts of RCE across the state of New Jersey.

Qualifications
Minimum Education and Experience
• Master’s degree in psychology, education, evaluation, social work, or a related field plus a minimum of 3 years of experience designing and conducting program evaluations.
Certifications/Licenses
• Possession of a valid driver’s license and the ability to travel in-state to various meetings, programs, cooperative extension county offices, New Jersey Agricultural Experiment Station field stations, partner organizations, and other sites, as needed. Periodic out-of-state travel may be required.
Required Knowledge, Skills, and Abilities
• Demonstrated evidence of evaluation aptitude and success.
• Documentable track record of effectively leading the design and implementation of program evaluation systems, processes, and tools.
• Experience with various research methodologies including quantitative and qualitative analysis.
• Ability to understand, collect, analyze, and effectively communicate evaluation data.
• Ability to train others in the methods of program evaluation, including design, data collection, data analysis, and reporting.
• Excellent interpersonal skills and the ability to form positive working relations with faculty, staff, volunteers, funding partners, and stakeholders.
• Ability to engage with, listen to, learn from, and encourage meaningful participation across a broad range of program stakeholders.
• Demonstrable and highly developed verbal and written communication skills.
• Commitment to ensuring that evaluation processes, practices, and communications are framed in a culturally competent manner.
• Proven ability to coordinate projects and people, prioritize and track multiple projects simultaneously, and meet deadlines.
• Proficiency with Microsoft Office software.
• Proficiency with program evaluation software.
• Experience working with diverse audiences and communities.
Preferred Qualifications
• Ph.D. degree in program evaluation and assessment, curriculum development, education, leadership development, or a related field.
• Experience planning, implementing, and/or evaluating Extension programs.
• Three to five years of experience related to one or more of the following: program administration/coordinator, and volunteer support and management.
• Knowledge of the Land-Grant University and Cooperative Extension systems.
• Bilingual proficiency in Spanish desirable.
Equipment Utilized
• Computer, printer, and related software including but not limited to Microsoft Office suite; Email for communications.
• Equipment related to evaluation, programming, and teaching (laptop, LCD projector, etc.).
• Working knowledge of current and changing evaluation software.
Physical Demands and Work Environment
• The person selected for this position will periodically visit farms and off-campus indoor and outdoor locations where certain environmental conditions (weather, terrain, etc.) may pose comfort or mobility considerations.
• Farm environments, in particular, may present inherent potential hazards (exposure to dust, uneven terrain, proximity to animals, etc.) which will require a reasonable level of care to avoid or minimize.
Special Conditions
• Flexibility to attend evening and weekend meetings or programs, as needed.
• There will be a need for in-state automobile travel during the day or evening.
• There may be a periodic need for out-of-state travel.
