The State of North Carolina is hiring a full-time Solar for All Program Manager for a time-limited position, potentially lasting up to 3 years. The role involves managing a $156 million solar program aimed at low-income communities, overseeing funding activities, compliance, and public outreach. It includes hybrid telework options with both office and remote workdays. Occasional travel within North Carolina is required.

• This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time.

it has the potential to extend up to 3 years (36 months).

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The North Carolina EnergizeNC coalition, led by the North Carolina Department of Environmental Quality’s State Energy Office, in collaboration with the North Carolina Clean Energy Technology Center, the North Carolina Clean Energy Fund, and Advanced Energy was awarded $156,120,000 in Solar for All funds to develop and execute a robust and equitable program enabling the rapid deployment of distributed solar and associated (pilot) battery storage. The installations are for low-income and disadvantaged communities across the state, including state- and federally-recognized tribal lands.

The EnergizeNC coalition program will focus on reducing greenhouse gas emissions, providing access to clean energy, reducing monthly energy bills, and improving quality of life. This position is charged with oversight of the launch and general management of the Solar for All program. The position will require occasional overnight travel within North Carolina.

Key Responsibilities:
• Manage the implementation of the Solar for All program.
• Oversee the $156,120,000 in funding activities, integration of new and complex federal guidelines (such as incorporating the Build America Buy America Act and the Davis Bacon rules), procurement, compliance, public outreach, reporting, quality management plans, and privacy standards to protect Personally Identifiable Information.
• Supervise a team of up to four staff members.
• Collaborate with and facilitate the EnergizeNC coalition partners as well as federal, state and local partners to ensure successful implementation.
• Work with the program Implementer to accomplish the goals of the program plan.
• Prepare legislative reports, presentations, and represent the State Energy Office on miscellaneous committees and internal/external work groups.

The DEQ State Energy Office serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL of the following:
• Demonstrated experience in project management, including recommending appropriate actions to higher-level management.
• Demonstrated experience in managing and/or leading staff.
• Demonstrated experience communicating with and/or maintaining relationships with stakeholders.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
