Job Description

The Department of Agriculture is seeking a Soil Conservationist (State Program Specialist) in Palmer, AK. This role involves coordinating Farm Bill Programs, advising on program management, conducting compliance reviews, and training staff. The position is full-time with a potential initial appointment of up to 3 years, extendable for 2 more years. Candidates must be U.S. citizens and meet specific requirements, including a valid driver's license.
About the position

This position is located at an NRCS office in Palmer, Alaska, and provides guidance to implement the various programs of NRCS throughout the state. Appointment includes OCONUS (Outside the Continental United States) time restrictions (Current Federal Employees relocating to Alaska). Initial duty is not-to-exceed 3 years with possibility for extension for an additional 2 years upon approval.

Responsibilities
• Serve as the state program coordinator for the implementation of Farm Bill Programs and assists in any other conservation program related duties as directed.

• Advise Assistant State Conservationist (ASTC)-Programs on aspects related to operation and management of Farm Bill Programs.
,
• Make recommendations to the ASTC-Programs regarding administrative changes needed to improve program quality, efficiency, effectiveness, and quality of products.

• Conduct quality assurance reviews for compliance to program policies and procedures, and report findings to the ASTC-Programs.
,
• Develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.
,
• Provide leadership in developing, updating, and improving statewide conservation policies through interpreting national policies related to Farm Bill program coordination.

• Provide training to area and field office staffs on current policies and procedures related to conservation program implementation.

Requirements
• You must be a US Citizen or US National.
,
• Males born after 12/31/1959 must be Selective Service registered or exempt.
,
• Subject to satisfactory adjudication of background investigation and/or fingerprint check.
,
• Successful completion of one-year probationary period, unless previously served.
,
• Direct Deposit - Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.

• Successfully pass the E-Verify employment verification check.
,
• Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.

Nice-to-haves
• Experience in preparing complex conservation or resource management plans.
,
• Knowledge of funding eligibility, funding procedures, and contract management according to issued guidance, policies, and procedures.
,
• Experience in implementing and/or managing natural resources programs and practices.

• Relocation expenses may be authorized as allowable by Federal Travel Regulations (FTRS and USDA policy).

• Cost of Living Allowance (COLA) of 1.69 (subject to change).
