Job Description
CitiPower and Powercor is seeking a Senior Technical Officer for their Network Risk and Assurance team in Melbourne. The role involves ensuring network safety and compliance with Victorian electricity regulations, responding to regulatory requests, and supporting stakeholders on compliance matters. The position requires leadership in incident management and regulatory reporting, as well as engagement with industry bodies. This is a full-time, permanent role based in the Melbourne CBD.

About the Role:
We are currently seeking an experienced Senior Technical Officer within our Network Risk and Assurance team based in the Melbourne CBD, in a full-time, permanent capacity.
Reporting to the Network Risk and Assurance Manager, this role is responsible for overseeing and ensuring network safety and compliance across CitiPower, Powercor, United Energy and Australian Energy Operations, in alignment with Victorian electricity safety regulations.
You will lead the response to Energy Safe Victoria (ESV) regulatory reporting information requests associated with serious electrical incidents and provide support to key stakeholders on the interpretation, compliance and implementation of regulatory matters to drive continuous improvement initiatives that enhance overall network safety performance.
This role also acts as a key interface with industry bodies and regulatory agencies on electricity safety regulatory compliance matters associated with the operation of the networks and provides advice on the development and application of electricity safety policies.
What you’ll deliver:
• Provide support to key stakeholders on the interpretation, compliance and implementation of regulatory requirements.
• Respond to ESV electricity safety regulatory compliance information requests.
• Influence proposed changes to electricity safety legislation and regulations to achieve balanced outcomes.
• Communicate electricity safety legislation changes to internal stakeholders and ensure business impacts are identified and required changes implemented to ensure compliance.
• Provide support to Network Availability Officers and Duty Officers regarding the management of electricity network safety incidents.
• Investigate serious electricity network safety incidents and manage all associated correspondence with ESV and/or other relevant statutory agencies.
• Respond to all ESV electricity safety incident reporting information requests.
• Identify insights from network safety incidents and provide guidance to relevant internal stakeholders or external parties to develop improvement initiatives.
• Engage with ESV on the interpretation of incident reporting matters and communicate requirements to relevant stakeholders.
• Participate and support daytime network incident reporting duties to meet incident reporting obligations (CP and PAL only).
• Co-ordinate the planning of ESV audits (i.e. Bushfire Mitigation Plans and Electricity Safety Management Schemes) and the response to all information requests in conjunction with internal stakeholders.
• Represent CP, PAL, UE and AEO on electrical safety industry forums.
• Foster a positive business relationship with electrical safety regulators based on credibility and trust.
To succeed in this role, you’ll have:
• Relevant electrical or technical certification or equivalent qualifications.
• Extensive electrical industry experience in influencing the development of technical standards, procedures, work instructions and regulations.
• A detailed knowledge of the Electricity Safety Act, and related regulations, codes and guidelines such as the Blue and Green Book.
• Previous experience in engaging with a broad variety of stakeholders such as senior managers, operational workers and external agencies.
• An understanding of the potential business impacts associated with proposed regulatory changes.
• Strong analytical skills.
• Strong written and verbal communication skills.
• Good computer literacy.
