Job Description

The State of New Mexico is seeking a Senior Surface Water Hydrologist for its Water Resources Allocation Program in Santa Fe and Albuquerque. The role involves conducting hydrologic assessments, supporting water rights administration, and providing technical expertise in water resource management. Candidates should have relevant experience in hydrologic analysis, GIS software, and modeling. A bachelor's degree in a related field and significant experience are required.

The purpose of this position is to conduct hydrologic and hydro-geologic assessments to support water rights administration, interstate stream compact compliance, subdivision review and other water resource management and planning functions in support of the agency mission. This position serves as a technical expert in adjudications, mediation, administrative hearings and district court trials. This position characterizes hydrologic conditions, develops and uses hydrologic models for water rights evaluations and other purposes, and effectively communicates methods and results. It produces hydrologic data and analyses, technical memoranda and reports, exhibits and expert reports, interrogatory questions and responses, written and oral expert testimony, scopes of work, presentations, computer programs, policies and procedures.

Perform hydrologic and hydro-geologic investigations for water rights administration, adjudications, interstate stream compact compliance, subdivision review and other water planning and management functions.
Provide technical support for agency water resources management activities.
Produce technical data, memorandum and reports, exhibits, expert reports, interrogatory questions/responses, and oral expert testimony.

The ideal candidate will have experience working with hydrologic and hydro-geologic analysis of groundwater and surface water and water flow modeling and aquifer testing.

Experience working with groundwater and surface water flow modeling, and aquifer testing.
Experience using GIS software, including creating and maintaining maps and geodatabases.
Experience working with physical laws that govern the water flow in the saturated and unsaturated porous media.
Experience developing hydrologic and hydro-geologic analyses using USGS groundwater/surface water flow models, particularly MODFLOW.
Experience applying the principles of hydrology and water law.
Experience collecting and evaluating technical data.
Experience conducted hydrologic field investigations and prepared technical reports.
Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
