Job Description
The Department of Energy, Environment and Climate Action is hiring a Senior Policy Officer for Water Entitlement Reform in Melbourne, VIC. The role focuses on enhancing water access for Traditional Owners and improving Victoria’s entitlement framework. Responsibilities include partnering with stakeholders, managing projects, and applying water resource knowledge. Candidates should have policy experience and a strong understanding of Aboriginal culture. The position offers flexible, hybrid work arrangements.
We are seeking a Senior Policy Officer to lead critical projects that improve water access for Traditional Owners and ensure Victoria’s entitlement framework meets the needs of current and future generations.
The Senior Policy Officer is part of a dynamic shaping Victoria’s water entitlement framework. In this role, you’ll lead projects to improve Traditional Owner water access, using creative problem-solving and strong communication skills to influence policy and collaborate with stakeholders.
Key responsibilities include:
· Partnering with Traditional Owners to address water access barriers.
· Engaging with government, industry, and stakeholders to develop solutions.
· Applying water resource/entitlement knowledge to identify gaps and improvements to policy and legislation.
· Managing projects and fostering strong stakeholder relationships.

This position is classified as an “identified position” aimed at increasing employment opportunities for Australian Aboriginal and/or Torres Strait Islander People. Specialist/Technical Expertise/Qualifications
· Demonstrated skills, experience and knowledge of Aboriginal Culture and contemporary issues affecting Aboriginal Victorians today to deliver culturally informed government policies and services is required.
· Sound knowledge of water resource management and Victoria’s water entitlements and allocation framework would be preferred
This is an ongoing position. The work location for this position is flexible within Victoria with hybrid work arrangements available.
