Anchor QEA is seeking a Senior Environmental Planner/Program Manager to lead project teams in developing and implementing environmental planning and permitting strategies in Seattle, Tacoma, or Portland. The role involves overseeing permitting strategies, conducting environmental reviews, and managing client relationships. Candidates should have a relevant degree and 17+ years of experience, particularly with NEPA and SEPA documentation. The position is full-time and offers opportunities for career advancement.

What’s the Opportunity?

To act as a key member of project teams, by leading the development and implementation of planning and permitting strategies related to watershed planning, infrastructure siting, and redevelopment. In this role, you will oversee project teams in the execution of permitting strategies and the development of technical studies and reports, environmental assessments, and environmental impact statements. This role also includes acting as the primary interface with clients, agencies, and other consultant teams and includes opportunities for continued career advancement.

Responsibilities

Develop and implement comprehensive environmental compliance strategies related to obtaining applicable local, state, and federal regulatory approvals, including for complex or controversial projects; lead environmental review efforts, such as environmental impact statements required by the Washington State Environmental Policy Act (SEPA) or the National Environmental Policy Act (NEPA); serve as project manager, including fostering client relationships, negotiating contracts, and overseeing large teams; able to conduct agency negotiations and facilitate stakeholder groups and public meetings.

What Are We Looking For?

Ideal candidates will have the following:
• Bachelor’s degree or higher with 17+ years of relevant experience, preferably with consulting experience
• Experienced in developing environmental documentation related to:
• NEPA and SEPA
• Endangered Species Act
• Clean Water Act, Section 404/Section 401
• Section 4(f) of the U.S. Department of Transportation Act
• Section 106 of the National Historic Preservation Act
• Coastal Zone Management Act
• Section 10 Rivers and Harbors Act
• Hydraulic Project Approvals
• Aquatic Use Authorizations
• Forest Practices
• Washington Growth Management Act, Shoreline Management Act, Critical Areas, and zoning
• Experienced in managing tasks and teams of people
• Excellent written and verbal communication
• Able to effectively workload balance when needed

Salary and Other Compensation
• Salary Range: $137,000-$170,000 annually
• Annual bonus
• Other potential bonus types: billable time bonus, spot bonus, milestone anniversary bonus, receiving professional license/certification bonus, peer-reviewed publication bonus, and employee referral bonus.

Base Level Benefits for Regular Full-Time Positions
• Healthcare: Medical, dental, vision, basic life and AD&D insurance
• Paid Company and Floating Holidays: 7 paid company and 2 floating holidays annually
• Vacation: 2 weeks accrued paid vacation based on length of service. Vacation may vary by level.
• Sick and Safe Time: 80 hours annually
