Job Description
The California Governor's Office of Emergency Services is hiring a Senior Environmental Planner for a limited-term position focused on disaster response and recovery in Southern California. The role involves coordinating environmental and historic preservation efforts, ensuring compliance with regulations, and providing technical support to local governments. The position is based in Pasadena, CA, and may last up to 24 months with potential for permanence.

Job Summary:
Cal OES plays a central role in coordinating recovery activities in support of local government efforts that include identifying and providing programmatic and technical support to local governments. Cal OES oversees regional coordination of disaster recovery efforts, sets priorities, and directs disaster assistance and resources where and when needed. Cal OES is the conduit for local governments to key federal disaster recovery assistance programs.
After large-scale disasters or catastrophic incidents the State Disaster Recovery Framework will ensure post-disaster recovery activities and programs (both government and non- government) are coordinated, organized, and effectively meeting the needs caused by the disaster.
Under the general direction of the Public Assistance Branch Director, the SEP is responsible for the implementation of work program objectives for Environmental and Historic Preservation (EHP) in the Recovery Directorate and CalOES.
The incumbent will independently conduct technical and procedural and review of pending grant awards to determine whether the proposed projects are in compliance with state and federal environmental regulations, document potential audit findings, and conduct final review during closeout out with Recovery Operations, Public Assistance, and Hazard Mitigation Assistance. Performs analysis and provides recommendations on methods to mitigate environmental impacts; assists in addressing complex environmental issues. Oversees Cal OES and subrecipient training and exercises discretion in providing oversight and coordination for projects or programs. Maintains liaison with other governmental agencies and the private sector, evaluates program performance and outcomes, and represents the organization in compliance negotiations, policy implementation, and strategic planning. Performs other related tasks to support the objectives and goals of the Cal OES Recovery Directorate.

Working Conditions
JFO - Pasadena - This position is Headquartered and reports to the Joint Field office located in Pasadena, CA.
