Senior Cap-and-Invest Tribal Grants Specialist (Environmental Specialist 5) (In-Training)

About the position

The Climate Pollution Reduction Program (CPRP) within the Department of Ecology is seeking a Senior Cap-and-Invest Tribal Grants Specialist (Environmental Specialist 5) (In-Training) to join our team in Lacey, WA. This position is pivotal in coordinating the implementation of Tribal grants appropriated by the legislature through the Climate Commitment Act (CCA). These grants are designed to support Tribes in engaging in various climate-related activities, such as developing clean energy programs, exploring carbon offset projects, and consulting on CCA funding decisions, all aimed at enhancing climate resilience and adaptation. In this role, you will work collaboratively with staff across the CPRP, including the Executive Advisor for Tribal Affairs and the Environmental Justice Engagement Coordinator. You will also engage in discussions at the legislative and governor's office levels regarding funding for Tribal consultation and activities that further Tribal interests related to treaty rights, climate pollution reduction, energy facility siting, and environmental justice. The CPRP's mission is to implement policies and programs that reduce carbon emissions in Washington State, ensuring a healthy environment for residents. This position offers a career path with on-the-job training, allowing you to progress through the Environmental Specialist field to achieve the goal class of ES5. Candidates will be considered at the ES4 and ES5 levels based on their qualifications. The position also provides flexibility with a hybrid work schedule, allowing for telework up to three days per week, which helps reduce commuting time and carbon footprint.

Responsibilities
• Coordinate the implementation of Tribal grants appropriated through the Climate Commitment Act (CCA).

• Collaborate with staff across the Climate Pollution Reduction Program and engage in discussions about funding Tribal consultation and activities.

• Evaluate and recommend grant awards based on policy expertise.
,
• Monitor Tribal grant program utilization, successes, and challenges.
,
• Advance state environmental justice practices through equitable investment of state grant funds.
,
• Draft funding opportunity descriptions, application requirements, and eligibility criteria.
,
• Respond to community inquiries regarding Tribal grant opportunities.
,
• Work with the CPR Communications Manager to increase awareness of the Tribal grant program.

Requirements
• A total of nine years of experience and/or education in environmental analysis, grant management, Tribal relations, or climate policy for ES4 level.

• A total of ten years of experience and/or education in environmental analysis, grant management, Tribal relations, or climate policy for ES5 level.

• Experience communicating complex technical information with the public and interested communities.
,
• Education in environmental, physical, or natural sciences, environmental planning, or a related field.

• Expert-level knowledge of environmental grant program development and management.
